Training and Development Specialists who will plan, coordinate, assess, and deliver a variety of training and development programs. Training and Development Specialists provide advanced-level instructional, facilitation, and staff development services to support organizational learning and workforce development within the department.

ABOUT THE DEPARTMENT The mission of the San Bernardino County Registrar of Voters is to conduct the County’s elections in a fair, accessible, secure, transparent, and efficient manner, upholding the highest level of election standards and accuracy, while always providing excellent customer service to both our team and the diverse population we serve.
The Registrar of Voters performs all voter registration functions, including the storage and maintenance of voter registration records; and provides voting-related services to voters, elected officials, campaign groups, and other voting interests. The Registrar of Voters also conducts an extensive community outreach and education program making speakers available to community groups and organizations.
Conducting elections is both exciting and challenging. Attention to detail is critical and working as a team is vital to accomplishing successful elections. Permanent staff temporary staff, and volunteers assist in the variety of complex tasks required to conduct elections. Work Schedule: During peak election periods the Registrar of Voters' staff are required to work a significant amount of overtime, which includes evenings, weekends (both Saturdays and Sundays) and early morning/very late hours on election day/night.
Travel: Travel throughout the County may be required and employees will be required to make provisions for such transportation.
Sponsorship: Please note San Bernardino County is not able to consider candidates who will require visa sponsorship at the time of application or in the future. Candidates must be able to present their legal right to work in the United States.
Minimum Requirements Candidates must meet one of the following two options: OPTION 1 : Education: Master's degree or higher-level graduate degree in Business/Public Administration, Adult Education/Learning, Education, Organizational Leadership/Development, Human Resources Management, Behavioral/Social Science, or other closely related field.
-AND- Experience: One (1) year of full-time experience (within the last five (5) years) as a professional trainer or educator. ( Note: Providing on-the-job training is not considered qualifying experience.)
OPTION 2 :Education: Bachelor's degree in Business/Public Administration, Adult Education/Learning, Education, Organizational Leadership/Development, Human Resources Management, Behavioral/Social Science, or other closely related field.
-AND-Experience: Two (2) years of full-time experience (within the last five (5) years) as a professional trainer or educator. ( Note: Providing on-the-job training is not considered qualifying experience.)
Notes: - Qualifying degrees or coursework must be completed at a college or university accredited by an accrediting association recognized by the United States Department of Education. D egrees or coursework completed outside of the U.S. must be accompanied by an evaluation report from a reputable credential evaluation service indicating equivalency to degrees or coursework completed at a college or university accredited by an accrediting association recognized by the United States Department of Education.
- Providing on-the-job training is not considered qualifying experience.
- Providing professional-level training/instruction must be a primary job duty for experience to be considered qualifying.
Desired QualificationsThe
ideal candidate will have a minimum of five (5) years of professional level experience developing curriculum and conducting in-person trainings. Skilled experience with virtual learning platforms such as MS Teams, Adobe Connect, and other virtual facilitation methods is also highly desirable. The ideal candidate will also have strong project management skills and formal experience facilitating and presenting to managerial and/or executive staff.
