The PositionThe City of Riverside is accepting applications for the position of
Collection Systems Manager* to fill one (1) vacancy in the
NPDES and Storm Drain Maintenance Group of the
Public Works Department. The eligibility list established may be used to fill the current and/or upcoming vacancies within this classification for up to six (6) months.
The ideal candidate for the Collection Systems Manager* position will demonstrate exceptional leadership, interpersonal, and managerial skills. This role requires close collaboration with various City departments, elected officials, residents, stakeholder groups, and outside agencies. The position oversees, directs, and participates in all activities of the NPDES and Storm Drain Maintenance sections, including short- and long-term planning, as well as the development and administration of policies, procedures, directives, and services. The candidate will possess a proven understanding of California stormwater permits issued under the Clean Water Act's National Pollutant Discharge Elimination System (NPDES), along with experience interpreting these permits and managing the programs and field activities required to maintain compliance. This role also supports the Public Works Deputy Director - Field Collection Systems in a variety of administrative, analytical, coordinative, and liaison functions. The successful candidate will be comfortable working in a fast-paced environment while consistently demonstrating integrity, professionalism, and strong character.
A Collection Systems Manager*, under general direction, is to plan, organize and direct an assigned work section of the Public Works Department, Wastewater System Division; to ensure that wastewater is collected, treated and discharged in compliance with all regulations and reporting requirements associated with regulatory agencies; to provide technical assistance for planning, designing, constructing and maintaining wastewater facilities and collections systems; to provide highly responsible and technical staff assistance to the programs and staff that are responsible for administration, pretreatment, collection, treatment, maintenance, environmental compliance and analysis of the wastewater system and processes; and to do related work as required. The Wastewater Operations Manager classification may be assigned to manage one or more of the following work sections: administration, operations, maintenance, field operations or regulatory compliance.
For positions indicating a salary range from 1N - 2X, the top 15% of the pay range cannot be offered upon hire or upon an employee promotion.

Work PerformedTypical duties may include, but are not necessarily limited to, the following:
- Ensure that the quality of wastewater effluent satisfies discharge requirements established by regulatory agencies.
- Plan, assign, schedule, supervise, and evaluate section supervisors of the wastewater treatment plant.
- Plan and recommend the improvement of plant facilities including capital projects and maintenance project improvements.
- Participate in the preparation, review and submittal of periodic reports to the California Regional Board and the related agencies regarding wastewater collection, treatment and disposal.
- Prepare and administer budget for assigned sections of the wastewater treatment plant.
- Implement an asset management program to minimize unexplained repair and replacement and ensure reliable operation of wastewater collection systems, treatment facilities and equipment.
- Ensure compliance with safety regulations required by CalOSHA.
- Direct, coordinate and administer the laboratory, regulatory and environmental compliance and monitoring activities of the Division.
- Develop and implement goals, objectives, performance measures, policies and priorities as assigned.
- Meet with outside agencies and customers to resolve water quality issues.
- Attend industry committee meetings and hearings related to environmental issues for air, land and water quality.
- Review professional environmental regulations and guidance, assessing the potential for impacts on the Division operations, develop and submit comments and alternative language for issuing agency consideration.
- Develop appropriate responses to violations of permitted activities including reports, short-term and long-term action plans.
- Prepare applications for and maintain required environmental permits for the Division; act a lead negotiator with the issuing agency.
- Develop and/or propose research efforts necessary to support Division strategic goals; work with trade organizations to advocate environmental regulations consistent with Division goals.
- As required and assigned, serve as acting Deputy Public Works Director, Wastewater.
QualificationsRecruitment Guidelines:
Option I Education: High School graduation or satisfactory equivalent (GED).
Experience: Eight years of progressively responsible experience managing or supervising at a wastewater or water treatment plant performing operations, maintenance, laboratory, administration or regulatory activities.
Option II Education: Equivalent to an Associate's degree from an accredited college or university with major coursework in business, environmental science, water or wastewater management or closely related field.
Experience: Six years of progressively responsible experience managing or supervising at a wastewater or water treatment plant performing operations, maintenance, laboratory, administration or regulatory activities.
Option III Education: A Bachelor's degree from an accredited college or university with major coursework in business, environmental science, water or wastewater management or closely related field. A Master's degree may substitute for one year of the required experience.
Experience: Four years of progressively responsible experience managing or supervising at a wastewater or water treatment plant performing operations, maintenance, laboratory, administration or regulatory activities.
Necessary Special RequirementPossession of an appropriate, valid class "C" California Motor Vehicle Operator's License
When assigned to the NPDES and Storm Drain Maintenance Section: - Possession of a Grade II Collection System Maintenance Certificate issued by the California Water Environment Association within one year of employment.
- Possession of Qualified SWPPP Developer (QSD) and Qualified SWPPP Practitioner (QSP) qualification within one year of employment.

- Retirement for Classic Members - For employees hired after 1/1/2013 who are CLASSIC MEMBERS of California Public Employees' Retirement System (CalPERS) or a reciprocal agency as of 12/31/12 and have not been separated from service from such agency for six months or more, the retirement benefit shall be 2.7 % @ age 55; 3-year final compensation. The required employee contribution is 8%. The City does not participate in Social Security; thus, employees do not bear this additional 6.2% expense.
- Retirement for New Members - For employees hired 1/1/2013 or later and who ARE NOT a member of the California Public Employees' Retirement System (CalPERS) or a reciprocal agency as of 12/31/12, or those who have been separated from a public agency which contracts with CalPERS or a reciprocal agency for six months or more, the retirement benefit shall be 2% at age 62; 3 year final compensation. The required employee contribution is 50% of the normal cost. And is subject to change per CalPERS every fiscal year. The City does not participate in Social Security; thus, employees do not bear this additional 6.2% expense.
- Health Insurance - The City offers six health insurance plans and contributes up to $1,734 per month for HMO plans (family coverage).
- Dental Insurance - The City provides three dental insurance plans and contributes up to $85 per month.
- Vision Insurance - The City provides vision coverage through Vision Service Plan (VSP) for employees and their dependents that are enrolled in medical coverage.
- Life Insurance - The City provides and pays for term life insurance with accidental death and dismemberment equal to two times the annual salary rounded to the next highest $1,000 (up to $700k) plus AD&D. Additional Life Insurance is available and voluntary for employee and eligible dependents (up to $300k).
- Deferred Compensation - The City will contribute the following amounts per month, with a minimum employee contribution of $12.50 per check:
- Management and Professional Units: $150/month
- Senior Management Unit: $175/month
