Business and Finance Officer III (BFO III) Special Duty Assignment for the next nine (9) months. In this role, you will help guide critical financial planning and analysis that supports environmental programs serving communities across the region.
This is a unique opportunity to apply your financial expertise to meaningful public service-supporting programs that advance environmental health, scientific innovation, and equitable outcomes. You’ll work closely with program leaders to ensure resources are aligned, budgets are sustainable, and financial insights inform decision-making at a pivotal time as we prepare for the upcoming biennial budget cycle.
About the Role In this role, you will serve as a key financial partner to programs within WLRD’s Finance and Administration Section, with a primary focus on supporting the Environmental Lab and Science and Technical Support teams. You will analyze historical expenditures, forecast budget variances, and help identify opportunities and risks to inform future budget development.
You’ll collaborate directly with managers and program leads to develop work plans, staffing models, and budget strategies that align with operational needs and County priorities. This includes maintaining current-year budget integrity, supporting interagency reimbursements and service billing, and ensuring compliance with grants and agreements.
This role is ideal for someone who enjoys working with complex data, building financial models, and translating analysis into clear, actionable insights. You’ll play a critical role in strengthening financial systems, improving reporting tools, and supporting data-informed decision-making across programs.
About the Team The Finance and Administration (F&A) Section supports WLRD by promoting strong financial stewardship, transparency, and strategic resource management. Our team partners with programs across the division to ensure that funding is aligned with operational goals and community impact.
In this role, you will work closely with staff in the Environmental Lab and Science and Technical Support sections-teams that provide essential services to protect public health and the environment. Job Duties What You Will Be Doing: - Manage, monitor, and coordinate assigned operating budgets by performing financial and program expenditure and revenue forecasts and analysis, identifying budget variances, and developing strategies to address them.
- Collaborate with managers and leads on developing an annual work program and staff allocation models and compile foundational financial data and analyses in preparation for future operating budget requests.
- Prepare financial tracking documentation, reconciliations, milestone tracking, and financial status reports for multiple programs and financial reporting systems.
- Develop financial performance measures, including dashboards, to track operational efficiency, and perform analytics on large data sets to create meaningful reports for decision makers.
- Ensure compliance with interlocal and interagency agreements and federal and state grants, including managing interagency reimbursements and external service billing.
Experience, Qualifications, Knowledge, Skills Qualifications You Bring: - At least three years of experience in business analysis, financial reporting and forecasting.
- Experienced in budget development using King County’s enterprise-wide financial applications - Oracle EBS, BI Insight, and Public Budgets Cloud Services (PBCS).
- Ability to plan and set priorities appropriately, work on multiple projects simultaneously, and prioritize competing assignments with tight deadlines.
- Advanced skills using Microsoft Excel e.g. formulas, functions, formatting, pivot tables, etc.
- Strong analytical, problem-solving, financial modeling, and reporting ability.

Supplemental Information Working Conditions: - Work Location: The Director's Office works in a hybrid model, with days in the office as well as telecommuting. The ratio of remote to onsite work will be dependent on business needs and is subject to change. The primary onsite location is King Street Center, 201 S. Jackson, Seattle, Washington 98104.
Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.

The individual selected for this opportunity will join an innovative and progressive team that is redefining how we work as we transition to the department's hybrid environment. Employees will be provided with a County-issued laptop and must maintain a home workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours. - Work Schedule: This full-time position works a 40-hour work week. This position is exempt from the overtime provision of the Fair Labor Standard Act (FLSA) and is not overtime eligible

- Duration: This recruitment aims to fill a Special Duty Assignment position with an anticipated duration of nine (9) months.
