About the Opportunity

The City of Ventura is seeking a skilled and experienced fleet professional to join our team as a Fleet & Equipment Technician Lead. Under general supervision, this position leads fleet staff while performing advanced mechanical repairs, equipment installation, and maintenance on automotive, emergency, and construction vehicles and equipment maintained by the City. The role supports the operation of the City’s Fleet facility and is responsible for diagnosing, repairing, overhauling, and maintaining a diverse fleet of vehicles and equipment. The incumbent may also be required to participate in a rotational standby schedule and respond to call-backs within a designated timeframe, as determined by the Division Head.

Key responsibilities include:

• Inspects, diagnoses, and repairs mechanical defects, including complete overhauls of gasoline and diesel engines, clutches, standard and automatic transmissions, differentials, transfer cases, suspension systems, and brake systems (hydraulic, air, and electric). Troubleshoots and repairs complex electrical, fuel, hydraulic, telematics, and electronic diagnostic systems.
• Performs skilled welding, fabrication, and basic machine shop work in support of mechanical repairs and equipment modifications.
• Leads, trains, and provides technical guidance to journey-level mechanics and semi-skilled technicians.
• Assists the Fleet & Equipment Services Supervisor with the day-to-day coordination of fleet maintenance activities, including assigning work, preparing repair orders, and supporting the evaluation of fleet personnel.
• Maintains gasoline and diesel smog programs; tracks maintenance activities; and prepares records and reports using the computerized maintenance management system (CMMS) and standard office software.
• Prepares requisitions for parts, materials, and equipment necessary for fleet maintenance operations.
• Conducts quality assurance inspections and promotes adherence to fleet shop safety practices and procedures.
• Assists with the acquisition and disposal of City vehicles and equipment.
• Coordinates commercial vendor repairs, warranty work, and onsite parts supplier services.
• Ensures fleet shop equipment and systems are properly maintained and operational; monitors shop supplies and equipment inventory.
• Performs other related duties as assigned.

Minimum Qualifications - Required

A combination of education, training and experience equivalent to high school graduation and five years as a journey mechanic, including heavy equipment as well as automotive repairs.

Licenses:

• Possession of a valid California Class C driver's license and an acceptable driving record are required.

Within six months of employment, incumbent is required to obtain and, thereafter, maintain the following licenses:

• California Class A license with the tanker endorsement.
• According to the Department of Transportation (DOT), drug testing is required.

Certificates:

• Depending on assignment, a California Emission Tester Certification may be required.

Required within six months of employment:

• Qualified Brake Inspector per 49 CFR Part 396.25;
• OSHA Forklift Operator certification; and,
• OSHA Compliance Fleet Tire Service certification

Desirable:

• ASE (Automotive Service Excellence) certification
• CARB Diesel Emission Tester certification
• Fire Apparatus Emergency Vehicle Technician I and II certifications issued by the Emergency Vehicle Technician Certification Commission
• Law Enforcement Vehicle Installation Technician certification issued by the Emergency Vehicle Technician Certification Commission
• Basic Commercial Tire Service certification issued by the Tire Industry Association

The Fleet & Equipment Lead Technician job class functions at the advanced journey level of performance. This job class performs the full range of duties and provides lead supervision to entry and journey level mechanics. This position is distinguished from the Fleet & Equipment Services Supervisor position by the latter's overall responsibility for the supervision, administration, and operation of the Fleet Services section.
