Job Summary Mohave County Procurement Department is looking to hire a Central Services Technician III. We are located at 700 W. Beale Street, Kingman, AZ.About us: The act of purchasing, renting, leasing, or otherwise acquiring any supplies, services, or construction; includes all functions that pertain to the acquisition, including a description of requirements, selection, and solicitation of sources, preparation, and award of contract, and all phases of contract administration. The combined functions of purchasing, inventory control, traffic and transportation, receiving, inspection, storekeeping, salvage, and disposal operations. Central Services Technician I -> Salary, Range 6 Steps 2-9 $15.45 - $19.00/hr.
Central Services Technician II -> Salary, Range 8 Steps 1-9 $16.53 - $20.95/hr.
Central Services Technician III -> Salary, Range 11 Steps 1-9 $19.13 - $24.25/hr.
Essential Job FunctionsCounty Telecommunications:- Receives calls from the public regarding questions about the County's operations and transfers to the appropriate Department.
- Processes and maintains County cell phones working directly with contracted vendor to activate, deactivate, and troubleshoot mobile service issues.
- Manages high volume of inbound calls in a timely manner.
- Identifies customers’ needs, clarify information, research various issues, and provide solutions and/or alternatives.
- Understands County personnel, departments, and responsibilities for proper disposition of calls.
- Assists the public in person and/or on phone; records complaints, takes messages and routes calls to appropriate personnel.
- Assists in processing payments for outside vendors.
- Establishes and maintains standards, procedures, and techniques for efficiency of work.
- Operates common office machines to include postal equipment, computer keyboards and related peripheral equipment.
- Presents and always conducts themselves in a professional manner.
- Always communicate in a courteous and helpful manner as well as in a clear and concise manner.
- Resolves complaints within scope of information and authority, and/or refer to chain-of-command as appropriate.
County Mail Distribution:- Operates County vehicle to pick-up and deliver mail from/to the U.S. Post Office in Kingman, ensures accuracy in mail being received.
- Oversees the processes incoming and outgoing mail from U.S. Post Office for delivery to all County Departments in Kingman. This includes receiving, sorting, and applying correct postage rates on mail and packages.
- Works with contracted mail services to ensure delivery and/or pick-up of mail from County Departments located in Bullhead City, Colorado City, and Lake Havasu. This includes making sure all mail is accurately sorted and ready at the designated time.
- Inspects packages and reports suspicious packages in accordance with Mohave County’s Policies and Procedures.
- Assists County personnel with determining correct mail delivery services. This includes first class mail, certified mail, etc.
- Maintains inventory of mailroom supplies and equipment.
- Maintains records of County Vehicle usage.
- Maintains records of certified and registered mail for Departments.
- Researches and remains up to date with federal and state directives and statues applicable to U.S. Postal Services.
- Establishes and maintains standards, procedures, and techniques for efficiency of work.
- Operates common office machines to include computer keyboards and related peripheral equipment.
- Presents and always conducts themselves in a professional manner.
- Always communicate in a courteous and helpful manner as well as in a clear and concise manner.

Surplus and Material Management:- Supervises the Administration Building central warehouse that supports and supplies county departments within the Administration Building.
- Oversees inventory control and the receipt and distribution of materials, supplies, and equipment.
- Manages the receiving area by loading and unloading items, receiving inventory and special-order items, identifying, and resolving discrepancies, stocking inventory, distributing inventory, completing reports, entering data into automated systems, filling orders, and delivering inventory.
- As assigned, guides, and instructs subordinate personnel in warehousing and store keeping procedures, materials identification, handling and storage, work and safety methods, daily tasks to be performed, equipment operation, record keeping, and related matters.
- Creation and management of online auctions.
- Monthly statistical reports related to disposition of surplus.
- Develop and process Board Action Forms related to disposition of surplus.
- Serves as contract representative for online auction.
- Conducts research on auction/surplus items to create appropriate, detailed descriptions to maximize auction results.
- Reviews property transfer requests and evaluates and approves donation applications.
- Maintains vendor relationships to ensure the continuous supply of quality products and materials.
- Recommends, implements, evaluates, and interprets departmental policies, projects, and procedures in relation to materials and surplus management.
- Communicates and acts in a professional manner with the public, co-workers, and work contacts.
- Maintains accurate and legible records.
Minimum Qualifications Central Services Technician I : Entry level experience work including.
- High School Diploma/GED (General Education Degree).
- OR an equivalent combination of education, experience, and training which provides the required knowledge, skills and abilities may be considered in meeting the minimum qualifications.
Central Services Technician II : Three-year experience work including.
- High School Diploma/GED (General Education Degree).
- Minimum of Three (3) years of progressively responsible technical support experience with which:
- One (1) of the Three (3) years performing specialized support in the assigned department/division or comparable Mohave County Department.
- OR an equivalent combination of education, experience, and training which provides the required knowledge, skills and abilities may be considered in meeting the minimum qualifications.
Central Services Technician III : Four-year experience work including.
- High School Diploma/GED (General Education Degree).
- Minimum of Four (4) years of progressively responsible technical support experience with which:
- Two (2) of the Four (4) years performing specialized support in the assigned department/division or comparable Mohave County Department.
- OR an acceptable combination of education, experience, knowledge, skills, abilities, and training may be considered in meeting the minimum requirements.
Knowledge, Skills & Abilities- U.S. Postal Regulations and Procedures.
- Procedures, terminology, equipment accepted or common practices, and policies of the assigned specialized work and the department/area to which assigned.
- English grammar, spelling, and basic math.
- Standard office practices, procedures, and equipment.
- Computers and software programs include the use of electronic spreadsheets and word processing applications.
- Word, Excel, and PowerPoint operations, both fixed and portable.
- Methods of warehousing and storekeeping of supplies and materials.
- Materials, parts and supplies identification and safe handling methods.
- Inventory record keeping and associated supply and material receipt, acceptance & issue procedures and documentation.
- Procurement and billing policies as they relate to requisitioning and receiving of materials, parts, or supplies.
- Operating and utilizing modern office machines as necessary to include postage machines, copiers, fax transmittal machines, calculators and the use of computer keyboards and related software and peripheral equipment.
- Communicating and maintaining professionalism with the public, co-workers, and work contacts.
- Safe operations of equipment necessary for job functions.
- Effectively perform the responsibilities of the specialty field and the position.
- Use good judgment in applying established guidelines to solve work problems.
- Organize and prioritize assignments, cope with varying demands and work under pressure with frequent interruptions.
