NCSD Division Manager
Description
Full-time position available with the Neighborhoods and Community Services Department, Regulated Industries Division, located at 635 Woodland Ave.
Salary Starting at: $6,489/month
Normal Work Days/Hours: Monday-Friday 8:00a.m.-5:00p.m. with telework options available after completion of 6-month probationary period.

Responsibilities
- Manages office operations.
- Reviews applications and issue permits and licenses for liquor licensed businesses, dance halls, haunted houses, adult entertainment businesses, taxicab vehicles, livery vehicles, sightseeing vehicles, day labor businesses, short term loan establishments, salvage yards, secondary metal recycling businesses, tire dealers, and vehicles towed from private property.
- Monitors liquor licensed businesses through inspections and undercover investigations to try to ensure public safety measures as outlined in the ordinance are being met (not selling to minors, not overserving customers, not allowing illegal or detrimental forms of entertainment, not allowing illegal substances to be openly used on the premises, etc.).
- Monitors and develops enforcement strategies regarding vehicles for hire (livery, taxicab, and pedicab vehicles) to try to ensure there are no public safety issues.
- Identifies, writes, and updates standard operating procedures for the division.
- Oversees and monitors the budget to look for trends or errors in money spent.
- Organizes and participates in the Alcoholic Beverage Advisory Group meetings.
- Conducts presentations for neighborhood associations and city council.
- Writes new and revises existing city ordinances when needed.
- Mediates liquor license issues between applicants and neighborhoods when needed.
- Conducts informal dispositions with permit holders involved in ordinance violations.
- Reviews all Union cases that come before the division.
- Serves as the hearing officer whenever there is a dispute or ordinance violation with a permit or license that does not have a board holder to hear the case.
Qualifications
REQUIRES Accredited Bachelor's degree and five (5) years of related professional experience of a progressively responsible nature in a public or private sector program that includes one of the following: neighborhood preservation, enforcement or engagement; environmental policy and/or compliance; cultural arts; resident/business customer center management; animal control or resident assistance programs. OR Accredited Master's degree and three (3) years of related professional experience in a public or private sector program that includes one of the following: neighborhood preservation, enforcement or engagement; environmental policy and/or compliance; cultural arts; resident/business customer center management; animal control or resident assistance programs. OR High School diploma or equivalent and nine (9) years of related professional experience of a progressively responsible nature in a public or private sector program that includes one of the following: neighborhood preservation, enforcement or engagement; environmental policy and/or compliance; cultural arts; resident/business customer center management; animal control or resident assistance programs. Must pass a background check as prescribed by the City.

Positions requiring a high school diploma/GED certificate must be obtained from a school/program accredited by the Department of Education and recognized by the U.S. Secretary of Education.
The minimum education requirement for positions that allow for experience equivalency for an accredited degree is a high school diploma. Unless otherwise specified, an accredited degree must be obtained from a college or university listed with the U.S. Department of Education and recognized by the U.S. Secretary of Education.
For positions with a salary grade of EX6 or higher that require an accredited degree, qualifying professional experience must be obtained AFTER the accredited degree is obtained. Successful completion of a pre-employment criminal history/background check is required for all positions. Some positions require a post offer drug screen and/or physical.
If appointed, non-residents must obtain residency inside Kansas City, Missouri's city limits within nine months.
