Position Information *********INTERNAL RECRUITMENT ONLY FOR CURRENT CITY OF CHICO EMPLOYEES***********The City is holding an Assessment to create an eligibility list to fill future vacancies for the position of Police Lieutenant. The recruitment will include submitting an application, resume, and letter of intent. Under general direction, to perform responsible supervisory and technical police work in commanding a division or a portion of a division and in directing other police investigative, communication/records, and administrative activities; to perform related work as required.

- Plan, direct and supervise the activities involving patrol and crime prevention, criminal investigation and administrative services as assigned, consistent with the best practices of Community Oriented Policing, to include comprehensive problem solving.
- Receive complaints or reports of emergencies and determine need for police action.
- Review the work of subordinates to ensure compliance with departmental policies and procedures.
- Review, supervise and participate in the preparation and maintenance of reports and records, to include the research, preparation, and presentation of ordinances.
- Provide overall technical and administrative direction to personnel or assigned staff.
- Engages in community-based policing and collaborative problem solving in order to build trust and familiarization between law enforcement and community residents.
- Assist in various administrative responsibilities of the Department as assigned.
- Conduct special studies of departmental functions; assist in the conduct of training programs in the various phases of police activities.
- Coordinate police activities with other City departments and divisions and with outside agencies.
- Respond to complaints and request for information from citizens.
- Assist in budget preparation and administration.
- Manage various projects as assigned.
- May be subject to “on call” status.
- May be assigned as “Watch Commander.
- Supervise, train and evaluate assigned staff.
- Serve as Acting Captain as assigned.
- Perform related assignments as necessary.
QualificationsKnowledge of: - Principles and practices of Community Oriented Policing, organization, administration, budget and personnel management;
- Modern police practices, intelligence-led policing, and other similar practices used to develop relationships with the community in order to best identify and solve public safety problems
- Techniques and methods;
- Pertinent Federal, State and local laws and ordinances, particularly with reference to apprehension, arrest, search and seizure, and evidence;
- Departmental rules and regulations; functions and objectives of Federal, State and other local law enforcement agencies.
Ability to: - Supervise, train and evaluate assigned staff;
- Obtain information through interview and interrogation;
- Analyze situations quickly and objectively and determine proper course of action;
- Communicate clearly and concisely, both orally and in writing;
- Properly interpret and make decisions in accordance with laws, regulations and policies;
- Recommend improvements in departmental operation and in the rules, regulations and policies governing the Department.
Education and Experience: Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:
Experience :Five years of responsible law enforcement experience including at least two years experience similar to that of the Chico Police Sergeant position.
Education :A Bachelor’s Degree from an accredited college or university, supplemented by Advanced POST certification.
Required Licenses/Certifications :Possession of a valid California Driver License

While performing the duties of this job, the employee is frequently required to sit and talk and hear. The employee is occasionally required to stand; walk; use hands to finger, handle, or operate objects, controls, and/or tools listed above; reach with hands and arms; climb or balance; stoop, kneel, crouch, or crawl; and taste and/or smell.
The employee must occasionally lift and/or move more than 100 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.
Use of police car, police radio, radar gun, handgun and other weapons as required, baton, handcuffs, Intoxilyzer, first aid equipment, a variety of technology oriented devices including but not limited to cellular phones, and personal computers or tablets including industry standard software.
Environmental Conditions
While performing the duties of this job, the employee frequently works in outside weather conditions. The employee occasionally works near moving mechanical parts, in high precarious places, and with explosives and is occasionally exposed to wet and/or humid conditions, fumes or airborne particles, toxic or caustic chemicals, extreme cold, extreme heat, and vibration. The noise level in the work environment is usually moderate.
