ASSISTANT CEO, EXTERNAL OPERATIONS

THE OPPORTUNITY:
The Assistant CEO, External Operations is an at-will senior executive leadership position reporting directly to the Deputy CEO. This role oversees OCERS External Operations, including the Member Services and Disability departments. The primary responsibility of this position is to ensure the accurate collection and retention of employment data and related contributions from thirteen participating plan employers and the timely and accurate payment of retirement and disability benefits to our members.

DISTINGUISHING CHARACTERISTICS:
OCERS senior executives are expected to uphold the values of accountability, member and participating employer focus, and system efficiency. They are responsible for administering the Board of Retirement's policies and regulations in accordance with the County Employees Retirement Law of 1937. Additionally, they provide effective and ethical leadership to the OCERS management team and professional staff and are accountable for developing strategies and goals that support OCERS' mission and key business objectives.

RECRUITMENT PROCEDURE:
OCERS Human Resources Department will screen all applications and supplemental responses to identify qualified candidates. Application Rating (AAP)

Spark Hire Interview

Referred candidates will complete a one-way pre-screening interview on the Spark Hire video interview platform. In this process, candidates will record their responses to a set of structured questions. Subject matter experts will then evaluate these video interviews to determine if candidates qualify for the next phase of the selection process.

Qualifications Appraisal Panel (QAP)

Candidates will be interviewed and rated by a panel of job knowledge experts. Each candidate's rating will be based on responses to a series of structured questions designed to elicit the candidate's qualifications for the job.

Based on OCERS' needs and the number of applications received, the selection procedures listed above may be modified, and all affected candidates will be notified.
