DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS This Graduate Engineer will provide essential technical and project support for current and future Capital Improvement Plan (CIP) projects related to lift stations and force mains within the City of Houston. Many of these projects are mandated under a federal Consent Decree, making this position critical to ensuring compliance with Environmental Protection Agency (EPA) deadlines and applicable federal and state regulations.
This role supports the successful delivery of wastewater infrastructure projects through project management assistance, technical reviews, interagency coordination, and field oversight. The Graduate Engineer will work closely with the Capital Projects team, consultants, contractors, and WWOPS maintenance staff to help ensure projects are delivered on schedule and in compliance with all requirements
Key Responsibilities - Assist with the management and delivery of current and future lift station and force main CIP projects.
- Support efforts to ensure City of Houston compliance with EPA deadlines and regulatory requirements.
- Review CIP and interagency design submittals and Requests for Information (RFIs).
- Respond to technical inquiries from CIP teams, contractors, consultants, and maintenance staff.
- Represent WWOPS at monthly progress meetings, field meetings, and site visits.
- Coordinate Notices of Assistance (NOAs) with the Capital Projects team and WWOPS maintenance staff to prevent construction delays.
- Assist in preparing, maintaining, and updating project documentation, including tracking spreadsheets, work order invoices, and related records.
- Support the preparation of GIS maps and extraction of relevant project data.
- Assist with the conveyance and review of non-City-owned facilities, Extra-Territorial Jurisdiction (ETJ) projects, and developer-led projects to ensure compliance with current City standards and requirements.
WORKING CONDITIONS his position is physically comfortable; the individual has discretion about walking, standing, etc.
This is a Department of Houston Public Works Emergency Management position at the Tier I Level. MINIMUM REQUIREMENTS EDUCATIONAL REQUIREMENTS Requires graduation from approved curriculum in engineering that is approved by the State Board of Registration for Professional Engineers with a satisfactory standing.
OR
Requires graduation from an engineering or related science curriculum at a recognized institution of higher education, other than a curriculum approved by the Board and passage of the eight-hour fundamentals of engineering examination prescribed by the Board.
OR
Possession of a valid Engineering-in-Training Certificate issued by the Board under the current requirements of the Texas Engineering Practice Act.
