Why This Role Is UniqueThis isn’t your typical engineering technician position. As you grow into the Senior Engineering Technician role, you’ll serve as the primary technical liaison between the County Sewer Utility and the community, wielding significant independent judgment in complex decisions that affect development projects across Kitsap County.
Your responsibilities will evolve from learning and supporting permit administration and technical design review to managing the full lifecycle of sanitary sewer connections and extensions. You’ll apply advanced knowledge of civil engineering principles while influencing how residential and commercial developments connect to critical county infrastructure, making you an essential bridge between regulatory compliance and practical implementation.
What You Will Learn as an Engineering Tech Analyst, before advancing to a Senior Engineering Tech role, you will gain hands-on experience in:(Hourly pay rate range: $33.96-$43.44)- Learn to administer sewer ordinances, process connection permits, and ensure compliance with county and state regulations.
- Participate in preconstruction meetings, represent the Utility, and coordinate reviews of developer submittals to ensure standards are met.
- Develop skills in reviewing engineering and architectural plans, including sewer lines, manholes, grease interceptors, and pump stations.
- Perform calculations, quantity take-offs, and prepare sewer connection fee estimates.
- Collaborate with GIS technicians to maintain accurate utility asset records for development projects.
- Work with permit technicians to maintain technical records and electronic document systems with precision.
- Provide guidance on permit policies, procedures, and code requirements, serving as a resource for stakeholders.
What You Will Do When you grow into the role of SR Engineer Technician: (Hourly pay rate range: $38.88-$49.73)- Administer and review sanitary sewer system designs for residential and commercial development projects, including individual connections, and manage the complete permit process with connection fee establishment
- Serve as the technical lead reviewer for development submittals, ensuring all proposed sewer connections and extensions meet county, state, and federal codes and standards
- Review complex engineering plans, profiles, specifications, and technical details for sanitary sewer lines, manholes, grease interceptors, and pump stations
- Perform engineering calculations, quantity take-offs, and connection fee estimates to support accurate project costing
- Represent the Utility in development review and preconstruction meetings, ensuring standards and procedures are consistently applied
- Coordinate with internal teams including GIS Technicians and Program/Permit Technicians to maintain accurate utility asset records and permit documentation
What You Bring, as an Engineering Technician Analyst (Minimum Qualifications):- Associates Degree in Engineering or related field and 2 years of related experience performing engineering activities in a related area, demonstrating your technical foundation and practical knowledge. (Relevant work experience may substitute for educational requirements.)
What You Bring, as a SR Engineering Technician (Minimum Qualifications):- Associates Degree in Engineering or related field and 5 years of related experience performing engineering activities in a related area, demonstrating your technical foundation and practical knowledge. (Relevant work experience may substitute for educational requirements.)
- 1 year of experience leading a crew or serving as a lead over construction and/or technical projects, showing your ability to guide work and make independent decisions
- Strong organizational and communication skills to effectively interact with the public, developers, engineers, and regulatory agencies
- Advanced technical knowledge and understanding of civil engineering principles, construction practices, and regulatory requirements for sanitary sewer and utility systems
- Preferred: Related engineering experience specifically in pipeline systems design or construction

- Driving Requirements
- The successful incumbent must meet the driving requirements of this position and submit a copy of the current driving record/abstract (from state of residency) to review for eligibility to drive for Kitsap County prior to employment. The successful incumbent must obtain a valid Washington State Driver's License prior to hire and maintain a satisfactory driving record as outlined in the Kitsap County Vehicle Use Policy. This position is categorized as:
- Category 1: operates County-owned vehicle, and
- Category 2: Driver may operate a personal vehicle as an essential function for official County business. Any employee using a personal vehicle on official County business shall be required to maintain auto liability insurance, in addition to having a valid driver's license.

Vacation Leave New employees are credited with 48 hours of annual leave upon hire and will be begin accruing at the rate of 8 hours per month starting on their 7th month of employment. Employees may carry over 360 hours from one calendar year to the next. Annual leave accrual will increase upon tenure, as follows:
Upon completion of 2 years: 15 days per year (10.00 hours per month)
Upon completion of 5 years: 20 days per year (13.33 hours per month)
Upon completion of 10 years: 25 days per year (16.67 hours per month)
Sick LeaveAll new hires will be credited with 48 hours of sick leave upon hire and will begin accruing at the rate of 8 hours per month starting on their 7th month of employment. Employees may carry over 1200 hours from one calendar year to the next.

Salary:
$70,636.80 - $103,438.40 Annually
