An Energy Compliance Analyst job is available with the City of Fort Worth Property Management Department. The position is assigned within the Utility Administration Section of the General Services Division and reports to the City's Energy Manager.
The Energy Compliance Analyst performs a wide variety of analytical support duties involving the management of 1) City facility operating expenses from utility service providers of electricity and natural gas, and 2) City right-of-way franchise fee revenues from utility service providers of natural gas, and telecommunications. The Energy Compliance Analyst position's performance goals include: 1) Utility Expense Management, 2) Data Integrity and Reporting, and 3) Revenue Assurance.
Minimum Qualifications: - Bachelor's degree from an accredited college or university with major course work in energy engineering, energy management, engineering technology, business administration, public administration or a related field
- Four years (4) of experience in general and/or municipal facility management dealing with utility expenses & budgeting, building systems & operations, asset management, and other areas related to these duties
- Valid Texas driver's license
Preferred Qualifications - Regulatory & Utility Expertise: Working knowledge of State regulatory compliance, including the Texas Administrative Code (TAC) Title 16, Public Utility Commission of Texas and Texas Railroad Commission utility service standards, operations, rules, and regulations. Familiarity with utility tariff structures and rate-making processes is essential
- Local Government & ROW Knowledge: Experience with Right-of-Way (ROW) administration, access line reporting, and calculating franchise fees in accordance with Texas Local Government Code Chapter 283 and Utilities Code Chapter 66
- Data Analysis, Reporting and Organizational Skills: Proficiency in using MS Excel and MS Access to combine, analyze, and generate reports from large, multi-source datasets, proven ability to prioritize complex work, conduct thorough file research, demonstrate effective problem-solving skills, while maintaining strong attention to detail
The Energy Compliance Analyst job responsibilities include: - Processing & Reconciliation: Review, reconcile, validate, process, and audit all high-volume utility expense invoices (electricity and natural gas) for City facilities, ensuring strict adherence to contractual rates, negotiated tariffs, and proper regulatory application.
- Cost Recovery: Conduct in-depth auditing of TDSP (Transmission and Distribution Service Provider) charges, fees, and surcharges to actively identify billing errors, non-compliance, and strategic cost recovery opportunities.
- Data Strategy: Develop, maintain, and utilize sophisticated databases to aggregate and analyze large data sets of City-wide energy utilization and expenditure and collect, analyze, and manage energy consumption data for all municipal assets using professional energy management software (e.g., ENERGY STAR Portfolio Manager).
- Strategic Reporting: Prepare complex analytical reports that interpret energy utilization, communicate performance metrics and savings, and make clear recommendations for budgetary, fiscal, or operational concerns.
- Regulatory Intelligence: Track, interpret, and disseminate information on new and existing energy-related laws, codes, and utility tariff changes.
- Provide critical analytical assistance and resolving administrative or operational problems related to utility management for City departments, including coordinating all requests for utility service connections and disconnections.
- Revenue Auditing: Apply advanced knowledge of the Texas Local Government Code (TLGC), utility rights-of-way, and franchise fee agreements to rigorously audit, validate, and assist management in resolving complex discrepancies concerning revenue streams from utility service providers (Electric, Gas, Telecom).
- Compliance Oversight: Ensure comprehensive City and utility compliance with all rules and regulations established by regulatory bodies concerning Electric, Natural Gas, Telecom, and Cable Providers.
