THE ROLEUnder the supervision of the Director and Assistant Director of Project Controls, the Project Controls Manager is responsible for the day-to-day management of the Project Control functions for the Port's engineering projects. This includes overseeing the implementation and maintenance of tools such as Primavera P6, Unifier, and EZ FAMIS, ensuring accurate tracking of project schedules, costs, and resources across a variety of capital projects. The position plays a key role in supporting Project & Program Managers, Project Estimators, and other team members by providing technical assistance and strategic guidance in the development and execution of project controls processes. Additionally, the Project Controls Manager acts as a critical point of contact for internal teams, contractors, and external stakeholders, ensuring seamless integration of project data, compliance with Port policies, and the successful delivery of projects. Participation in project planning meetings, reviewing financial reports, and troubleshooting system issues are also an essential part of the role.

EXAMPLES OF DUTIES HOW YOU GET TO CONTRIBUTE: - Manage and oversee the implementation and maintenance of the Port's Project Control Systems, including Primavera P6, Unifier, and EZ FAMIS, to ensure effective tracking of project schedules, budgets, and resources.
- Guide and support Project & Program Managers, Engineering Design Managers, Operations & Maintenance Managers, and other team members in customizing and applying the Project Architecture/WBS for project scheduling and cost management.
- Assist in developing and implementing comprehensive project estimating, including change orders, design reviews, and forecasting tools.
- Collaborate with cross-functional teams to create and maintain project schedules, ensuring all milestones, tasks, and financial data are accurately represented in the system.
- Support the coordination and integration of project data, making certain that it aligns with Port policies and regulatory requirements.
- Assist in analyzing and refining business processes related to project funding, scheduling, and performance measurement, recommending improvements where necessary to streamline operations.
- Provide technical assistance and best practices guidance to project teams on utilizing Project Control Systems to drive efficiency and project success.
- Conduct broad-scope studies to improve the effectiveness of project management processes and the integration of various financial and scheduling systems.
- Actively participate in the preparation and review of project reports, financial tracking, and schedule updates to ensure alignment with the Port’s goals.
- Represent the Project Controls division in meetings with external partners, stakeholders, and contractors, ensuring the integration of external feedback into internal project processes.
- Participate in the development and delivery of training for Port staff and external partners on Project Control Systems and processes.
- Monitor work progress and identify potential project risks, adjusting schedules and resource allocation as needed to ensure timely project completion.
- Provide guidance on resource allocation and project prioritization to ensure projects are effectively staffed and managed.
- Manage and monitor the status of multiple, complex projects and unique programs to identify risks, mitigate issues, and ensure deadlines are met.
- Supervise and lead a team, including Senior Schedulers, Project Schedulers, and Cost / Budget Analysts, to ensure effective project controls management.
- Instruct & guide team in role specific tasks and techniques providing, creating or updating instructions, reference materials continually giving role specific training & mentoring to new employees in accordance with established procedures and practices.
- Assure quality of project controls deliverables produced by the team.
- Perform other duties as assigned.
REQUIREMENTS TO FILE EDUCATION, KNOWLEDGE & EXPERIENCE: - A bachelor’s Degree in Engineering, Construction Management, Business, or a related field is required. Equivalent work experience may be substituted for formal education on a year-for-year basis.
- Minimum of five years of experience in project controls, including management experience in the implementation of scheduling and cost management systems, functions, and tools.
- Experience with project control and financial tools such as Primavera P6, Unifier, Munis, Simpler, or similar systems.
- Strong background in project budgeting & gateways forecasting, and cost analysis, with a deep understanding of earned value and schedule management, tailoring, and development.
- Proven ability in team development and effective collaboration.
TECHNICAL SKILLS NEEDED: - Must have proficiency in Primavera P6 and other project control tools and systems.
- Strong knowledge of project scheduling, cost management, and resource allocation techniques.
- Ability to analyze and resolve complex project management issues, offering solutions to improve systems and processes.
- Ability to represent the Port effectively in internal and external meetings, delivering clear, concise, and actionable reports and recommendations.
DESIRABLE: - Experience in managing project controls in a government or large-scale infrastructure environment is highly desired.
- Strong knowledge of the Port’s operational and regulatory landscape is a plus.
- Familiarity with business and financial systems related to project controls is desirable.
- Professional certifications from AACE, CMAA, or PMP.
You will need strong negotiation skills, political savvy, excellent client/customer relation skills, and exceptional public speaking/presentation skills to thrive. You must be able to establish and maintain effective working relationships with various employees, vendor representatives, officials, and Port management.

THE BENEFITS:The Port of Long Beach has established an annual salary range of$157,128.47 - $219,980.69.

- Auto Allowance - $550.00 per month.
- Executive Leave - 40 hours per year.
- Retirement - CalPERS 2% @ 62, coordinated with social security. Current member contribution is 8.00% for CalPERS, and 6.2% for Social Security, paid by the employee.
- Pay for Performance - Pay for Performance is awarded based on employee performance as demonstrated through the achievement of individual goals, demonstration of required competencies, and available budget funds.
- Deferred Compensation - The City matches a percentage of base salary for qualified members contributing to the 457(b) plan.
- Group Health Insurance - Medical and dental options (HMO and PPO). Free vision coverage.
- Life Insurance - City-paid life insurance policy of $20,000 plus executive insurance benefit equal to three times annual salary up to a maximum of $500,000.
- Disability Insurance - City-paid short- and long-term disability insurance.
- Vacation - Vacation is accrued at the equivalent of two weeks on an annual basis. Vacation can be used after six months of service. An employee’s vacation accrual may be adjusted upon hire to provide credit for previous full-time employment at a public service agency. Credit for public service shall only be given for completed years of service as a full-time permanent employee. Public Service credit shall not apply to any other benefits.
- Sick Leave - Accrued at 8 hours per month. Accruals may be converted upon retirement to cash credit toward health and /or dental insurance premiums or retirement service credits.
- Paid Parental Leave - After six (6) months of City employment, the City pays up to 30 consecutive days (160 hours) for eligible employees to take paid time to bond with the child upon birth, adoption, or foster placement of a child, up to the age of 17.
- Holidays - 11 scheduled holidays per calendar year and four (4) personal holidays.
- Education Reimbursement - Tuition reimbursement allows employees to obtain additional education or training.
- Annual Physical - Eligible to receive an annual physical examination at the city's expense through the city-provided program.
- Public Student Loan Forgiveness - As the Harbor Department of the City of Long Beach, a governmental agency, the Port of Long Beach is a qualifying employer for the Public Student Loan Forgiveness (PSLF) program.
