OUR MISSION

The Sanitation Districts protect public health and the environment through innovative and cost-effective wastewater and solid waste management, and in doing so convert waste into resources such as recycled water, energy and recycled materials.

The Sanitation Districts is currently recruiting to fill one (1) Supervising Engineer I, II in the Technical Services Department, Air Quality Engineering Section. This position will report to our Joint Administration Office (JAO) in Whittier.

ESSENTIAL FUNCTIONS:

To supervise a group of professional engineers and support staff.

JOB SUMMARY:

Under the direction of a Division Engineer, the incumbent will plan, organize and coordinate the work of professional employees and support staff engaged in air quality engineering activities associated with Districts’ Solid Waste and Wastewater Facilities, focusing on regulatory compliance and enforcement. The incumbent will supervise or personally be responsible for the following activities: support field operations; regulatory permit applications (along with supporting work such as air dispersion modeling and health risk assessment preparation), regulatory correspondence, memoranda and technical reports; qualification criteria, scope of work, and contractual language for retaining engineering consultants and emissions testing firms; represent the Districts at public hearings and meetings with regulatory staff, elected officials and coalition members; make presentations; provide training for staff; act as a liaison and coordinate work between different sections or departments; interview applicants for engineering positions, recommend personnel related actions; evaluate work performance; participate in budget preparation; and perform related duties as required. This job requires periodic field visits.

This job may be filled at either level. The SUPERVISING ENGINEER I class differs from the Senior Engineer class based on the continuous responsibility to direct and supervise the activities of professional engineering and other staff members. The SUPERVISING ENGINEER II class differs from the Supervising Engineer I class based on the greater proficiency and the greater engineering complexity involved in the projects and programs assigned.

MINIMUM QUALIFICATIONS

A valid California Class C driver's license; -AND- A valid Certificate of Registration as a Professional Engineer or Engineering Geologist issued by the State of California; -AND- A bachelor's degree or higher from an accredited college in an engineering, geological or closely related technical major; -AND-

For SUPERVISING ENGINEER I: Either one year of experience in the County Sanitation Districts of Los Angeles County at or above the Civil Engineer level -OR- Five years of verifiable engineering experience at a level requiring possession of a Certificate of Registration as a Professional Engineer or Engineering Geologist issued by the State of California.

For SUPERVISING ENGINEER II: Two years of experience in the County Sanitation Districts of Los Angeles County as Supervising Engineer I, or equivalent experience supervising professional engineers.

DESIRABLE QUALIFICATIONS:

Knowledge of air quality rules and regulations; leadership training; strong interpersonal skills; experience with solid waste and wastewater operations; strong technical, analytical, written and verbal skills; and a Master’s degree in engineering or related technical field.

EXAMPLES OF ASSESSMENT CRITERIA

A knowledge of: The principles of supervision and training; air quality requirements; wastewater and solid waste operations; and air pollution control techniques. The ability to: Plan, organize and supervise the work of professional and support staff; prepare, critique, and implement solutions for complex regulatory requirements; and communicate effectively both verbally and in writing.

RETIREMENT





COMPENSATION

Employees receive annual salary increases until reaching step 5 of the salary range and are provided with opportunities to promote. Cost of living adjustments are implemented annually in accordance with labor agreements.

13 paid holidays and one-half paid holiday depending on the employee's work schedule.

TUITION REIMBURSEMENT
Employees may be eligible for tuition reimbursement for approved accredited course work.

STUDENT LOAN PAYMENT REIMBURSEMENT
For some bargaining units, the Districts will provide student loan payment reimbursements for principal or interest paid by the employee on a qualified education loan incurred by the employee for the education of the employee. The annual maximum reimbursement is $5,250 and the lifetime reimbursement limit is $21,000.
