POSITION INFORMATION

The Revenue Services Division provides centralized billing and collection services to secure funds entitled to Placer County and other government agencies including court fines and fees, Public Defender fees, Sheriff booking and incarceration fees, and Transient Occupancy Tax. The Revenue Services Supervisor will work directly with the Revenue Services Manager and will provide day-to-day supervision over both the accounting and collections functions of this division. The successful candidate will demonstrate strong leadership skills with experience in both collections and accounts receivable/revenue billing work.

DEFINITION

To plan, organize, direct, schedule and supervise revenue services operations within the County Executive office; to provide staff assistance to the Revenue Services Manager; and to perform a variety of technical tasks relative to assigned area of responsibility.

DISTINGUISHING CHARACTERISTICS

Positions at this level perform full, first-line supervisory responsibilities which include directing the planning, assigning and evaluation of work of subordinates in the Revenue Services Division.

This class is distinguished from the Revenue Services Manager in that the latter provides full functional management responsibility for the entire Revenue Services function in the County Executive Office, whereas this class is responsible for the day-to-day supervision of an assigned work unit within a department.

SUPERVISION RECEIVED AND EXERCISED

Receives general direction from the Revenue Services Manager or higher level management staff.

Exercises direct supervision over collections, accounting, and other assigned personnel.

MINIMUM QUALIFICATIONS

Experience and Training
Any combination of experience and training that would provide the required knowledge and abilities is qualifying. A typical way to obtain the required knowledge and abilities would be:

Experience: Three years of increasingly responsible experience in accounts receivable or revenue billing with responsibilities for collecting delinquent accounts, including one year of lead or supervisory experience.

Training: Equivalent to the completion of 60 units of college-level coursework, including completion of the general education requirements leading to an Associate of Arts degree.

Required License or Certificate:

May need to possess a valid driver's license as required by the position. Proof of adequate vehicle insurance and medical clearance may also be required.

Note: Applicants receiving their degree outside the United States must submit proof of accreditation by a recognized evaluation agency.

Prior to the date of hire, applicants must undergo a fingerprint test by the Department of Justice, pass a medical examination (which may include a drug screening and possibly a psychological evaluation), sign a constitutional oath, and submit proof of U.S. citizenship or legal right to remain and work in the U.S. For some positions, applicants may also be required to submit proof of age, undergo a background investigation (which may include a voice stress analysis and/or a polygraph), and/or be bonded. Additionally, positions in law enforcement classifications and those supporting law enforcement functions will be required to complete a conviction history questionnaire prior to or during the interview process. Applicants for positions with access to Medi-Cal billing software or who are licensed providers must clear the Federal Exclusion List, credentialing, and social security verification. Failure to clear these requirements may result in an employment offer being withdrawn.

The eligible list resulting from this recruitment may be certified as a substitute list for a substantially similar classification. For this purpose, a substantially similar classification is one at a lower level in the same classification (example: entry level vs. journey level) and/or a similar classification (similar work performed, similar training and experience qualifications required).
