About the Position:

Human Resources, Diversity and Inclusion is committed to the mission of meeting the needs of a multi-cultural, diverse campus community. We seek an exceptional individual to join our Labor Relations team as the Confidential Administrative Support II. The ideal candidate in this role should have a positive attitude and an active, energetic mind characterized by highly ethical practices and a commitment to diversity, openness, flexibility, integrity, and kindness.

Reporting to the Assistant Vice President (AVP) of Labor and Employee Relations (LER), the Confidential Administrative Support II supports the managers in the LER unit. The Administrative Support works closely with colleagues within Human Resources, Diversity and Inclusion (HRDI) to carry out the duties and responsibilities of the LER unit.

Serves as a key point of contact to the University community, including administrative and academic offices; California State University (CSU) campuses; the Office of the Chancellor; campus and statewide union officials; and internal/external customers. The successful candidate will interpret and explain applicable collective bargaining agreements; campus policies, procedures, guidelines and practices; technical letters; coded memorandum; and executive orders, Provides basic advice and mid-level consultation to the campus regarding the performance evaluation process; employee job performance; attendance; corrective action/discipline; letters of reprimand; letters of rejection during probation; workplace investigations; contract language interpretation; grievances/complaints; and/or appeals.

The Confidential Administrative Support II participates in investigations, internal reviews, and fact-finding activities. Drafts corrective action memos, notices; performance evaluations, and other corrective/disciplinary documents in support of the recommended action. Assists with State Personnel Board Hearing and Faculty Hearing Committee matters. Serves as a point of contact for and works independently on the Performance Evaluation System and process. Reviews all performance evaluations for collective bargain agreement (CBA) compliance and identifies areas of concern; may consult with the appropriate administrator and provide feedback if narrative/ratings suggest performance concerns.

Upon receipt of a grievance, complaint, information request, or unfair labor practice charge, establishes and maintains LER case files identifying required deadlines; researches and identifies specific CBA articles that apply; gathers all supporting documents for file review; inputs activity into LER case system file and the CO GARB System. Coordinates all aspects of the grievance process; attends grievance or complaint meetings; takes notes and assists administrators during meetings and when preparing responses; conducts analysis and research of the issues raised; tracks timelines for all levels to ensure deadlines are met or maintained, or arranges for time extensions; prepares high quality draft responses, ensures proper notification practices and due process procedures have been met including compliance with CBA document delivery requirements.

Researches labor and employee relations issues using Title V, Title VI, Title VII, Title IX, Education Code, CSU policies and procedures, including coded memorandum, State Personnel Board rulings, legal rulings, and state and federal law; researches and coordinates document and information collection for preliminary and formal unfair labor practices, assists in gathering documents related to legal action, corrective/disciplinary action letters, and/or Notice of Adverse Action for review. The Confidential Administrative Support II receives and logs all information requests and gathers information in consultation with LER AVP and managers; conducts analysis of requests, gathers data, determines if preparation costs are involved, determines if requests should be billed; acknowledges requests; and drafts responses for LER AVP and managers.

Coordinates and schedules meetings for the LER AVP and managers with internal and external cohorts; coordinates LER calendars; prepares files; takes meeting notes and/or leads meetings; researches and prepares complex reports and documents in support of the LER unit. Collaborates with LER AVP and managers to develop, best practices tools, performance management guides, tutorials, workshops, frequently asked questions (FAQs), and procedural updates. Other duties as assigned.

Essential Qualifications

Bachelor’s degree from an accredited college or university; completion of a professional training program specific to the position and directly related work experience; or a combination of education and experience that demonstrates the ability to perform the essential functions of the position. Strong analytical, interpersonal, conflict resolution and written/verbal skills. Ability to work effectively with a wide range of constituencies in a diverse community. Ability to create, compose and edit written materials. Investigate and analyze information, reason logically and draw conclusions. Gather and organize documents. Manage multiple projects and deadlines in a timely manner. Interpret, communicate and apply policies and procedures. Detail oriented and self-directed. Ability to maintain strict confidentiality.

A background check (including a criminal records check) must be completed satisfactorily and is required for employment. CSU will make a conditional offer of employment, which may be rescinded if the background check reveals disqualifying information, and/or it is discovered that the candidate knowingly withheld or falsified information. Failure to complete the background check satisfactorily may affect the continued employment of a current CSU employee who was conditionally offered the position.
