The ideal candidate:

DEFINITION

Under general supervision, the Supervising Crime & Intelligence Analyst ensures the effective operation of the Crime Analyst Unit; performs Crime & Intelligence Analyst job duties; and performs other duties as assigned.

DISTINGUISHING CHARACTERISTICS

The Supervising Crime & Intelligence Analyst is a first line supervisor with responsibility for the selection, training, evaluation of performance, and discipline of assigned employees. The Supervising Crime & Intelligence Analyst is distinguished from the Crime & Intelligence Analyst in that the latter does not perform supervisory duties.

SUPERVISION RECEIVED

General supervision is provided by a Police Lieutenant and/or civilian manager at the discretion of the Chief of Police.

SUPERVISION EXERCISED

Provides supervision to Crime & Intelligence Analysts and other temporary and/or volunteer employees assigned to the Crime Analyst Unit.

Examples of Important and Essential Functions

Administrative Functions

Supervises employees, including assigning, directing, and evaluating staff; trains and evaluates new employees to develop and maintain a high level of proficiency; maintains required department training program documentation; schedules employees to maintain minimum staffing levels; monitors prioritized workload, assignment of projects, and the quality of work output to ensure department standards are met; acts as the liaison between patrol division, patrol watches, criminal investigations division, and administrative services on the more day-to-day issues; interfaces with supervisors and department staff as needed; interprets department policies and procedures, as required; relates effectively to other City departments/divisions, other agencies, co-workers, and the general public; and utilizes personal computers to perform data entry/retrieval and word processing functions.

Information Maintenance

Maintains information in compliance with 28CFR Part 23 federal statue; and may receive or disseminate information as a liaison with parole, probation, California Department of Justice, Homeland Security, and other police agencies at the local, state, and federal levels.

Research and Reporting

Conducts extensive research and gathers, analyzes, coordinates, and disseminates intelligence information from a variety of criminal offense reports, arrest reports, public information databases, and other intelligence sources; prepares daily, weekly, monthly, and annual reports, information, and intelligence bulletins for dissemination to operational units within the police department and outside agencies.

Information Dissemination

Provides information and analysis and liaises with officers and detectives for major investigations, crime trends, and prolific offenders; link analysis; analysis of digital evidence; coordinates the provision of intelligence information on various organized crime groups to local, state, and federal law enforcement agencies; receive, evaluate, and transmit information through radio, computer-aided dispatch (CAD), and other technology platforms; monitors the Real Time Awareness Center (RTAC) including monitoring police radios, intelligence-sharing applications, various alert systems, and current news; coordinates meetings with citizen groups and organizations to provide information and improve community relations and crime prevention awareness; and organizes and assists in the planning, preparation, and instruction of various informational courses to officers and other police department employees.

Job Related and Essential Qualifications

Demonstrated Knowledge of :

Principles, practices, and techniques of supervision; effective communication techniques; duties and requirements of a Crime & Intelligence Analyst; basic administrative research, analysis, and statistical methods; organizational concepts of police departments; law enforcement and the criminal justice system; City/department policies, procedures, and terminology; the functions of other divisions in relation to records processing; proper English usage, grammar, punctuation, and spelling to write and review reports and complete performance evaluations; methods and techniques of report writing ; scheduling parameters to ensure adequate staffing levels; effective training techniques; information data base administration and design; and personal computer operating systems and software applications.

Demonstrated Skills to :

Research, interpret, analyze and distribute information in an effective manner; gather, compile, organize and present information; communicate clearly and effectively both orally and in writing to include: writing clear concise reports, memoranda, policies, letters, and other written material ; establishing and maintaining supportive relationships with peers and supervisors; perform all the duties of Crime & Intelligence Analyst; plan, organize, direct, review, and monitor work of assigned staff; read and interpret department policies and procedures; maintain accurate, up-to-date logs, records, and files; behave in a professional manner; schedule personnel; analyze situations quickly and make sound decisions; maintain confidentiality; utilize personal computers and computer software to perform word processing functions; and exemplify an enthusiastic, resourceful, and effective service attitude with co-workers, the public, and others contacted in the course of the work.

Ability to :

Learn the necessary laws, policies, procedures, data bases and general orders associated with this position which may include: the Automated Warrant System, California Law Enforcement Telecommunication System, Criminal Oriented Records Production Unified System, National Crime Information Center, Criminal Identification and Information, Juvenile Information System, Regional Crime Analysis Program, Western States Information Network, Violent Crime Information Network, and Northern California Regional Intelligence Center computer data bases; exercise sound judgment, initiative, and creativity; coordinate and organize multiple projects and meet critical deadlines; write clear and concise reports, letters, and memos; and collect and interpret data for use in decision making and planning.

Experience, Education, and Training Guidelines :
Any combination of experience, education and training that would provide the best qualified candidates. A typical way to obtain the knowledge, skills and abilities would be:

Experience : Four (4) years of professional experience, two (2) of which must be at the journey level, involving the collection, research, evaluation, and analysis of law enforcement criminal information for the implementation and/or operation of programs in the criminal, behavioral, or social science fields.

Education : Equivalent to an Associate’s Degree with major course work in public/business administration, criminology, police science, behavioral science, social science or a closely related field. Experience may be substituted on a year for year basis. A Bachelor’s Degree in a related field is highly desirable.

Certificate : Possession and maintenance of a Crime and Intelligence Analyst certificate from an accredited college or professional crime analyst organization.

License : Possession of a valid California Driver’s license and satisfactory driving record as determined by the City.

Other Requirements : Willingness and ability to work holidays, weekends, scheduled overtime, and emergency overtime; attend meetings, conferences, and seminars during work and non-work hours which may require travel; comply with departmental grooming standards; and may be required to pass a federal background investigation for the purpose of obtaining security clearance.

Special Requirements : Essential duties require the mental and/or physical ability to: work in a standard office environment; drive a vehicle; read or see objects under ambient, limited or artificial lighting and at a reasonable distance with sufficient clarity; hear normal speech and other audible events, even in combination with other environmental noise, including hearing voices transmitted by radio and telephone; speak clearly to be understood by others under normal or highly stressful circumstances, either directly or through amplified radio or telephonic transmission; and safely lift and maneuver office supplies, boxes, and equipment weighing up to 25 pounds.

SAFETY SHOE ALLOWANCE
Paid annually in July: $200/year for Meter Readers, and employees in Engineering Technician, Neighborhood Preservation Officer, and Building Inspector series who perform field work, and Public Works employees that are required to wear safety shoes or boots.

PRESCRIPTION SAFETY GLASSES
Reimbursement of up to $150/year for purchase of safety prescription glasses for EEs working in locations where there is a risk of eye injuries.

SHIFT DIFFERENTIAL
EEs regularly assigned to city facilities operating 24/7 - $2.50/hour for all hours worked when assigned to a shift requiring EE work at least 4 hours between 4:00 p.m.- 6:00 a.m.

EQUIPMENT OPERATION
Public Works EEs: $12.00/day for EE who operates Class A vehicle, min of 50%+ operation/day.

STANDBY PAY
2 hours straight-time for standby on regularly scheduled work day
3 hours straight-time for standby on regularly scheduled days off and fixed City holidays

CALL BACK PAY
3 hours min @ OT rate for FLSA nonexempt. First 3 hours can't be taken as comp time but paid to EE.

WORK IN A HIGHER CLASS
If work min of 3 consecutive workdays, paid @ 5% differential or the minimum of the salary range of the higher classification.

COURT PAY/COURT CANCELLATION PAY
If in connection with EE's usual official duties, 3 hrs min @ OT, or 4 hrs min @ OT for those required to appear on normal day off or on graveyard shift.

SUPPORT SERVICES TRAINING OFFICER PAY
$90/pay period for full pay period while assigned.

BILINGUAL PAY
$60/pay period for both written & conversational. Must be certified by Department Head and approved by Admin Services Director, and used on the job.

$35/pay period for conversation level as certified by Department Head and approved by Admin Services Director.

TELEPHONE PAY
20 minutes and for each minute exceeding 20 minutes at OT rate.

CELL PHONE ALLOWANCE
Standard = $40/month (if authorized)

COMMERCIAL DRIVERS' LICENSE PAY
$35/pay period with valid CA Commercial Driver's License and valid DOT medical card.

OT COMP & COMP TIME OFF
OT for > 40 hrs/week or > 8 hrs/day in a reg scheduled day or hrs in excess of those normally scheduled & worked/day @ 1 ½ x reg. pay or Comp Time in lieu of OT for FLSA nonexempt. Accrued Comp Time in excess of 100 hours must be paid out.

TUITION REIMBURSEMENT
75% reimbursement for tuition & books
For undergraduate studies, $4,000 FY max; $16,000 lifetime max
For graduate studies, $5,000 FY max; $10,000 lifetime max

LICENSES & CERTIFICATIONS
100% reimbursement for required licenses and certifications

EMPLOYEE ASSISTANCE PROGRAM
Three (3) sessions per incident per family member. Unlimited telephonic consultations.

FLSA WORK PERIOD
168 hour pay period beginning Monday at 12:01 a.m., ending 7 days later on Sunday at 12:00 midnight. If an EE is not on this work week schedule, something must be in writing documenting EE's work week.

For WR Operator series : 168 hour period beginning Sunday at 12:00 midnight,
ending 7 days later on Saturday at 11:59 p.m.
