The City of Fort Worth Park & Recreation Department is seeking a qualified individual to fill the Sr. Administrative Services Manager position. This position reports to the Park & Recreation Department director, supervises administrative department operations and manages a staff of 17 employees including five direct reports. The department has 839 authorized positions and a combined annual operating budget of approximately $87.5 million.
The Park & Recreation Department is undergoing an exciting transformation under the leadership of its new director. With the City's Good Natured greenspace initiative, the completion of the new department master plan (Greenprint Fort Worth), and a set of aspirational new strategies, the department is poised to become the nation's premier park system. This vision will be realized through innovative parks and amenities, along with an enhanced focus on stewardship and the preservation of natural areas and greenspaces.
The successful candidate will have an in-depth knowledge of the principles and practices of government finance, personnel management, procurement and budgeting including a thorough knowledge of relevant federal, state, and local laws and rules. The candidate will also have knowledge and experience in human resources coordination including: payroll, personnel regulations, principals of supervision, employee performance, disciplinary actions and return to work policies and processes.
The ideal candidate will be an outstanding communicator and collaborator, dedicated to continuous improvement and skilled at building trust and fostering effective relationships. They will also be a dynamic team leader, focused on inspiring peak performance and driving process and policy enhancements. This is a full-time position working 40 hours per week with benefits and is a key member of the department’s Executive Team.
Minimum Requirements: - Master’s Degree from an accredited college or university with course work in Business Management, Public Administration, Business Administration, Human Resources or related field.
- Four years of increasingly responsible and complex administrative, fiscal, personnel and management experience
- One (1) years in a supervisory capacity.
Preferred Qualifications: - Preference may be given to applicants with additional education, experience and/or certifications related to the position.
- Ten years of increasingly responsible and complex administrative, fiscal, personnel and management experience and ten years in a supervisory capacity.
- Experience working in a comparable local government environment.
- Advanced experience using MS Office including Excel, Word, Powerpoint; PeopleSoft Human Capital Management and Financial Supply Chain Management; and Questica (or similar budgeting software).
- Prior experience using Microsoft Power BI to analyze data and prepare reports and management tools.
Sr. Administrative Services Manager job responsibilities include: - Provide highly complex administrative and business management support, analyze and resolve complex issues, prepare reports and presentations, and develop and implement various policies and procedures.
- Lead and guide the department’s administrative functions, including budget management, procurement and accounts payable, human resources, payroll, equipment/fleet coordination, IT coordination and resources, general ledger and capital project accounting, capital asset management, revenue accounting, audit, risk management and safety functions.
- Assist with managing the City’s management agreement with the Fort Worth Zoological Association.
- Serve as a member of various department committees, the department’s Executive Team, team lead for the budget team and section lead on the agency accreditation committee.
