This position is scheduled to receive salary range increases on the following dates:
Effective June 27, 2025 - 4.00% increase
Salary may be negotiable within the range listed above, based on position requirements and successful candidate's qualifications, subject to appropriate authorization.
OPEN TO THE PUBLICThis recruitment will establish an open eligible list that will be used to fill current and future Staff Specialist positions. The eligible list established may also be used to fill positions in similar and/or lower classifications throughout the County of Orange.

THE OPPORTUNITY The County of Orange - Procurement Office has an exciting opportunity for a Procurement Specialist. Depending on the assignment, the successful candidate will be responsible for a variety of analytical and administrative support of solicitations and contract management. The incumbent would assist with various procurement and contract assignments such as assisting with solicitations, negotiations, requisition management, insurance monitoring, contract accounting, document management, entry-level procurement transactions.

DESIRABLE QUALIFICATIONS In addition to the minimum qualifications, the ideal candidate will have at least one (1) year of experience supporting solicitations and vendor or contract management, contract accounting and entry-level procurement transactions.
The candidate will also possess experience with the following competencies:
Technical Knowledge | Technical Experience- Proficiency in Microsoft Office programs such as Word, Excel, Outlook, and Power Point.
- Ability to analyze, organize, and present data through various reporting tools.
- Graphic design abilities for creation of marketing and training materials.
- Ability to multitask and manage the coordination of scheduling various meetings with internal and external stakeholders, events.
- Assist in conducting various solicitations and contract management tasks.
Critical Thinking | Analysis - Evaluating and identifying issues and generating alternative solutions to make recommendations that meet business needs.
- Analyzing problems in the context of available information and program constraints.
- Integrating information from different sources to support sound decision-making.
- Balancing many projects and consistently delivering timely and accurate results.
- Selecting appropriate performance measures and outcomes to track and measure results using independent judgment.
Communication Skills | Oral and Written- Communicating with peers, management, vendors, members of the public, and city or county staff to achieve business objectives and foster effective working relationships.

RECRUITMENT PROCESS Human Resource Services (HRS) will screen all application materials to identify qualified applicants. After screening, qualified applicants will be referred to the next step and notified of all further procedures applicable to their status in the competition.

Applicants who meet desirable qualifications will be invited to participate in one or more job related assessments. Applicants will be notified of their test date and access code, if applicable. Only the most successful candidates will be placed on the eligible list.
Eligible List Once the assessment has been completed, HRS will establish an eligible list of candidates. Candidates placed on the eligible list may be referred to a selection interview to be considered for present and future vacancies.
Based on the County's needs, the selection procedures listed above may be modified. All candidates will be notified of any changes in the selection procedures.
