The Department (ITD) is seeking highly experienced and motivated
Enterprise Business Systems Analysts (EBSA) to lead information technology projects. The EBSA will be responsible for performing complex business systems analysis, identifying business needs for applications, and leading projects to develop innovative IT solutions. Duties include studying business functions, system practices, workflow, and technology integration. This role involves conducting research, analysis, documentation, writing specifications, defining solutions, assessing risks, leading project teams, and assigning tasks to team members.
Enterprise Business Systems Analysts are Business Project leads who are experts in:
- Mentoring team members in systems analysis and software initiatives, which may involve selecting third-party software or developing custom-built application solutions following standard Software Development Life Cycles.
- Identifying business requirements that deliver value to customers, taking into consideration project budget, scalability, business continuity, standard practices, licensing, county policies, cross-department regulations, and potential impacts to countywide infrastructure.
- Implementing industry standard methodologies and internal procedures in the planning, execution and service delivery of project deliverables utilizing project and service management best practices that take into consideration multi department requirements, security, and data recovery.
- Managing the effort to implement solutions that enhance data sharing across departments, promoting collaborative infrastructure and providing geographic context for countywide strategic initiatives and decision-making.
- Providing subject matter expertise when collaborating with technical and business personnel across all departments in the maintenance and support of hardware and software, along with the interactivity and interfaces between those businesses and applications.

CONDITIONS OF EMPLOYMENT Pre-Employment Process: Applicants must pass a background investigation, which includes fingerprinting, work history & education check, as well as a job-related physical exam and drug screening.
Availability: Incumbents may occasionally work evening and weekend hours. Some overtime, on-call, or call back work may be required.
Travel: Travel throughout the County may be required and employees will be required to make provisions for such transportation.

Minimum Requirements REQUIRED EXPERIENCE: Four (4) years of full-time equivalent experience in a production environment performing business systems analysis , within the past five (5) years. Must include experience in at least four (4) of the following areas: project management or leading cross-functional teams, requirements gathering, end user acceptance testing, process mapping, workflow diagramming, documenting business rules, writing specifications, developing procedures to improve systems, feasibility studies, and cost/benefit analysis.
Typical qualifying experience may include performing duties equivalent to the San Bernardino County Business Systems Analyst III .
LEADERSHIP: Must include a minimum of two (2) years working as a project leader, while leading IT staff, for large-scale enterprise business processes and application development projects. Experience must also include the use of a systems development methodology (Agile/Waterfall methodologies). Experience may be concurrent.
REQUIRED EDUCATION: Sixty (60) semester (90 quarter) units of completed courses from an accredited college/university* in programming, computer science, software engineering, or a related field.
Education Substitution: One (1) additional year of qualifying work experience may substitute for the education requirement.
*Note: Qualifying degrees or coursework must be completed at a college or university accredited by an accrediting association recognized by the United States Department of Education. Degrees/coursework completed outside the United States must be accompanied by an evaluation report from a reputable credential evaluation service indicating equivalency to degrees or coursework.
Desired QualificationsThe desired candidates will possess:
- A Bachelor’s degree in information technology, business administration, or a closely related field.
- Experience managing IT projects in a project leadership role.
- Strong understanding of business processes and ability to align IT systems with business objectives.
- Problem-solving and critical thinking to assess needs and propose innovative solutions.
- Ability to manage stakeholder expectations and facilitate discussions between technical and non-technical teams.
- Candidates with experience working in an enterprise information technology environment and infrastructures are strongly encouraged to apply.
