POSITION INFORMATION

The Health Care Program for Children in Foster Care (HCPCFC) is a public health nursing program located in county child welfare service agencies and probation departments to provide Public Health Nurse (PHN) expertise in meeting the medical, dental, mental, and developmental needs of children and youth in foster care. With the dissolution of the State CHDP program in public health, the HCPCFC program moved to child welfare agencies including existing PHNs. Each local HCPCFC program is overseen by a PHN Supervisor serving as the HCPCFC PHN Program Administrator who is responsible for all aspects of the program within the jurisdiction and compliance with local, state, and federal requirements for the program.

The Department of Health and Human Services - Children’s System of Care (CSOC) Division is currently recruiting to fill a vacancy for Supervising Public Health Nurse. This Supervising PHN will have a minimum of 2 PHNs assigned to the program with additional administrative and support personnel for some services. Duties will include oversight of the PHN activities and functions, direct supervision, oversight of data and data systems, record keeping, policy and procedure development as needed, budget tracking of allocations and completion of required state invoices and reports, and other supervisory responsibilities as assigned. This position will also require direct field work and activities throughout Placer County at county offices, at the courthouse, in the community, at family homes, and other locations as needs arise.

The eligible list established as a result of this recruitment may be used to fill additional vacancies in various assignment areas within the Department of Health and Human Services as they arise, subject to position-specific requirements.

DEFINITION

To plan, organize, direct, supervise, and evaluate public health nursing activities and programs within the Public Health Nursing Division of the Health and Human Services Department; and to perform a variety of technical tasks relative to assigned area of responsibility.

DISTINGUISHING CHARACTERISTICS

The Supervisor level recognizes positions that perform full, first-line supervisory responsibilities including planning, assigning, and evaluating the work of subordinates and is responsible for a program area within a work unit or department.

SUPERVISION RECEIVED AND EXERCISED

Receives general direction from assigned management staff.

Exercises direct supervision over assigned professional, clerical and technical staff.

WORKING CONDITIONS

Work is typically performed in an indoor office environment and controlled temperature conditions. Position may require travel to and from other locations in a variety of outdoor weather conditions.

Based upon responses to the supplemental questionnaire, the applicant’s education, training, and experience will be evaluated using a pre-determined formula. Scores from this evaluation will determine applicant ranking and placement on the eligible list.

Prior to the date of hire, applicants must undergo a fingerprint test by the Department of Justice, pass a medical examination (which may include a drug screening and possibly a psychological evaluation), sign a constitutional oath, and submit proof of U.S. citizenship or legal right to remain and work in the U.S. For some positions, applicants may also be required to submit proof of age, undergo a background investigation (which may include a voice stress analysis and/or a polygraph), and/or be bonded.
