GENERAL PURPOSE: Under general supervision, performs difficult professional and intermediate administrative work managing the design and construction of Capital Improvement Program (CIP) projects; the development and implementation of service and construction contracts and the development of comprehensive construction documents. Work involves considerable interaction with higher-level City management, administrators, real estate professionals, departments from projects submitted, and applicable internal stakeholders, outside local, state, and federal agencies, and engineering, estimation, and construction firms working on the Project Manager (PMs) projects. Most of the work is performed independently but under the general supervision of the Program Management Office leadership structure.

Minimum Qualifications & Position Requirements

Education and Experience:
Bachelor’s Degree in Business Administration, Engineering, Construction Management, Project Management or closely related field from an accredited college or university. 5+ years’ experience in project management in public works related infrastructure such as sanitary sewer collection systems, water distribution systems, stormwater sewer collection systems, transportation systems, pump stations, water production plants, wastewater plants, information technology infrastructure, airport, police, fire, parks and recreation facilities or related infrastructure.; OR and equivalent combination of education and experience.
Preferred: A Project Management Professional (PMP) certification or ability to obtain certification within 1 year; Certified Construction Manager (CCM) certification or equivalent, or ability to obtain within 1 year; Registered Architect or ability to obtain within 1 year; Professional Engineer (PE) or ability to obtain within 1 year.

Special Requirements: Possession of an Arizona Driver’s License.

Physical Demands / Work Environment: This is light work requiring the exertion of up to 20 pounds of force occasionally, up to 10 pounds of force frequently, and a negligible amount of force constantly to move objects; work requires climbing, balancing, kneeling, crouching, reaching, standing, walking, fingering, and repetitive motions; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; visual acuity is required for color perception, preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, use of measuring devices, operation of motor vehicles or equipment, determining the accuracy and thoroughness of work, and observing general surroundings and activities; the worker is subject to inside and outside environmental conditions, noise, hazards, and atmospheric conditions.

Reports To: Program Management Office Deputy Director

Supervision Exercised: Manages consultants and contractors under contract with the City and may supervise professional, technical, and administrative staff.
