THE POSITION

With supervisor approval, incumbents may be eligible for intermittent remote work; however, they must physically reside within the Sacramento region or have the ability to regularly report to a City of Sacramento physical worksite with little notice.

The City of Sacramento is looking for a dynamic and experienced Development Project Manager to join the Office of Innovation and Economic Development - Workforce Development team. The Workforce Development team operates as both a grantee and grantor. The Development Project Manager will contribute to impactful workforce development programs and initiatives that enhance Sacramento’s neighborhoods and communities.

IDEAL CANDIDATE STATEMENT

The ideal candidate will be a skilled project and program manager with a proven track record in workforce and economic development. They will demonstrate strong initiative, thrive in fast-paced environments, and excel at building positive relationships with diverse stakeholders including City leadership and workforce system partners to community-based organizations and community members. They should understand the importance of stakeholder engagement in advancing workforce development goals and initiatives. Reliability, high-level organizational skills, and a collaborative, engaging approach are desirable attributes for this position. It is highly desirable that the ideal candidate be technologically savvy and possess outstanding verbal and written communication skills. They will be able to coordinate and implement workforce development strategies, programs, and funding opportunities alongside existing partners. The ideal candidate will have grant management experience, including knowledge of State and Federal grant regulations.

Under general supervision, the Development Project Manager performs professional-level research, analysis, planning, and implementation assignments in the areas of City economic, development, and/or special district activities and projects; assists in formulating and administering economic, development, and/or special district strategies; coordinates with customers, businesses, and government entities regarding development, redevelopment, business development, or district formation projects and activities; maintains liaison with developers, business associations, community/neighborhood organizations, City departments, and other public agencies regarding development projects and activities.

DISTINGUISHING CHARACTERISTICS

This journey-level classification is populated with multiple incumbents. Employees perform the full range of standard work procedures, operations, tasks, duties, and responsibilities with little or no supervision. The Development Project Manager is distinguished from the next higher classification of Senior Development Project Manager in that the former performs support functions in the management of economic, development, and/or special district activities and projects.

SUPERVISION RECEIVED AND EXERCISED

General supervision is received from a Senior Development Project Manager or higher level management staff. This is a non-supervisory classification.

Experience:

One (1) year of professional-level experience in project management, economic development, redevelopment, business development, private development, district formation, or a closely related field.

-AND-

Education:

Possession of a bachelor's degree from an accredited four-year college or university.

Substitution:

Additional qualifying experience may be substituted for the required education on a year-for-year basis.

Should education be used to qualify for this position, then proof of education such as, but not limited to, university/college transcripts and degrees should be submitted with your application and will be required at the time of appointment. Unofficial documents and/or copies are acceptable.

5. Conditional Hire: Upon receipt of a conditional offer, the selected candidate must complete and pass Live Scan/fingerprinting. If applicable, candidates may also need to pass a pre-employment medical exam, controlled substance and/or alcohol test, and possess any required licensure or certification prior to receiving a start date from the Department. Failure to meet these prerequisites will be grounds for withdrawal of your conditional offer of employment.
