Position Summary:The OCC Performance Analyst shall support Quality Assurance within the initiatives of the Office of Community Corrections through the development and implementation of performance metrics and engagement with independent evaluators of fidelity monitoring. The position includes administrative, organizational, and analytical duties to assist the Director of Community Corrections and the Administration Office of the Office of Community Corrections (OCC) in evaluating methods, practices, and procedures in the 19 Community Justice Support Centers (CJSC) and the Community Service Program (CSP), identifying needed improvements and providing administrative and technical assistance to accomplish those improvements. Performance Analysts will assist with various OCC initiatives by conducting literature review and research in the areas of behavior modification, behavioral/mental health, substance use disorder, education, workforce development, and support for those returning from jail and prison, among others.
Candidates will be expected to perform statistical analysis and to enhance the operations of the OCC through administration of performance metrics that promote best practices, including Evidence-Based Practices for behavior modification. Candidates will make innovative use of technology to develop, implement, and maintain a data collection system to track progress at CJSC and CSP. The position requires discretion in handling confidential matters in a professional and sensitive manner.
Supervision Received:Receives assignments and direction from the Director of Community Corrections and works closely with other administrative staff. Work is supervised by the Director and Deputy Director and is evaluated for professional soundness, conformity to policy, and achievement of objectives.
Duties: Works closely with the Director and Deputy Director in supporting the quality assurance and fidelity monitoring operations of the OCC including drafting memoranda, reports, and other communications;
Communicates clearly and concisely as a representative of the Director and Deputy Director;
Works with administrative office staff in training, system implementation, and provides ongoing staff support for technical systems including applications used to collect, analyze, and report on performance metrics and utilization;
Performs studies and operational analysis of CJSC and CSP;
Recommends policies and procedures for the OCC based on the results of data analysis relative to performance metrics and fidelity monitoring;
Responsible for the timely and accurate collection, maintenance, analysis and reporting of statistical data on utilization, performance metrics, and fidelity monitoring consistent with Massachusetts General Laws and the General Appropriations Act;
Uses analytical skills to identify best practices, assist in developing benchmarks for case processing and ensures that communication within the department regarding each is consistent, timely, and accurate;
Assists in developing and supporting implementation of uniform procedural processes throughout the OCC to ensure efficient case management and accurate data collection;
Maintains the database for the OCC Performance Metrics, CSP and CJSC utilization requiring proficiency with Microsoft Access, Excel, SPSS, and Tableau;
Prepares and disseminates OCC metrics, annual reports, and other statistical reports, as directed by the Directory or Deputy Director and as required by status; and
Performs other related duties as required.

Minimum Requirements: These are the minimum requirements necessary to apply for a position of Performance Analyst:
Bachelor’s degree from an accredited college or university and 2 years of relevant administrative experience using data and research methods in courts or other public or private sector organizations or an equivalent combination of education and experience A graduate degree is a plus;
Considerable proficiency using computers, database applications and related software, including the ability to use MS Access, MS Outlook and other Microsoft Office Applications; SPSS, SQL
Experience conducting quantitative and qualitative analysis;
Familiarity with process improvement methodologies;
Excellent writing, editing, and proofreading skills;
Strong organizational and problem solving skills;
Knowledge of Adobe forms creation software and business intelligence software such as Tableau is a plus;
Understands the need for discretion and confidentiality in the workplace;
Ability to work with others and maintain a professional and friendly working environment;
Ability to support assist court staff in supporting the Mission of the MA Probation Service;
Ability to adapt quickly to changing circumstances and action plans;
