Education and Experience : High School Diploma, GED or higher and three (3) years of general clerical experience, including one (1) year customer service experience.

Licenses and Certificates : TLETS/TCIC certificate must be completed within 18 months of hire date.

General Purpose

Under general supervision, perform specialized clerical duties related to court operations on an assigned shift.

Typical Duties

Provide customer service by furnishing information about court procedures. Involves: Explain court policies and procedures, answer questions both in person, and by telephone on citations, warrants, and court dates. Interact with law enforcement personnel as well as with judges and magistrates. Enter data in the case management system. Answer live chats to provide customer service daily and after business hours. Explain available options. File motions, research outstanding warrants, review documentation submitted by defendants for completeness. Match warrants and commitments to initiate the arrest process. File emergency protective or restraining orders and notify protected parties as prescribed by law. May accept cash bond payments as required after hours from escorted defendants. Maintain activity logs and generate periodic reports, including highly confidential criminal background checks from TLETS/TCIC database, to be provided to a magistrate.

Maintain the warrant database and filing information, and provide warrant information to law enforcement personnel, government agencies, military recruiters, bail bond companies and schools. Confirm both criminal and traffic warrants to EPPD Channel 1, process electronic warrants and transmit to law enforcement personnel. Involves: Generate computer-printed notices to individuals who have new warrants or commitments, File warrants and affidavits using alphabetical or numeric systems. Involves: Reviewing all submitted documents, in detail, check for proper signatures, dates and charges, have law enforcement personnel fill out appropriate logs before they leave the counter, enter all data into warrant database for future arrest. Activate new traffic class “C” warrants, proofread, and check information against the original ticket and against the electronic case files. Remove recalled warrants from the active file, work in collaboration with customer service personnel to ensure all warrants being recalled are supported by properly filed motion or other documentation/forms.

Perform other court-related clerical duties as required. Involves: Perform duties of co-workers to ensure continuity of operations during absences. Assist in training new employees. Focus on complete discretion when dealing with any criminal charges. Process and notify the states of Arizona and New Mexico of requests to suspend residents’ driver’s licenses. Receive, verify, and process out all capias or indicted criminal charges taken over by El Paso County courts. Work closely with EPPD liaison officer on emergency protective orders, NCIC clearance of felony charges and updating of penal code changes to criminal charges.

Work Hours for Warrants Deputy Court Clerk Municipal Court:
The current evening shift differential shall be 30¢ per hour for all regular hours worked if the employee is required to work at least four hours between the hours of 4 p.m. and 12 midnight.
The current graveyard shift differential shall be 60¢ per hour for all regular hours worked if the employee is required to work at least four hours between the hours of 12 midnight and 8 a.m.
Employees whose work hours fall into both evening and graveyard shifts shall be paid the current shift differential corresponding to the shift on which the majority of hours were worked.

ELIGIBILITY FOR VACATION LEAVE

All regular employees who are regularly scheduled to work on an average, a minimum of twenty (20) hours per week, who have held a position in the City Service for a period of six months from date of employment, shall be eligible for vacation allowance as hereinafter set forth. Part-time employees shall accrue vacation leave at a pro-rated amount of full-time entitlement based on the number of hours that they are scheduled to work. Employees covered by collective bargaining agreements shall accrue vacation as provided in the applicable agreement.

Regular employees in the City Service shall accrue vacation credit at the following rates per pay period, calculated from the date of employment of each employee:

For 0 - 5 years of service (12 days):
40 hour per week employees - 3.70 hours per biweekly pay period

For >5 to 15 years of service (17 days):
40 hour per week employees - 5.24 hours per biweekly pay period

For >15 or more years of service (20 days):
40 hour per week employees - 6.16 hours per biweekly pay period

SICK LEAVE WITH PAY

Employees shall be entitled to accrue sick leave with pay in accordance with the Rules of the Civil Service Commission.

ACCIDENT WITH PAY LEAVE

The Amended Section 4.4 of the Ordinance shall become effective upon adoption and shall apply to occupational injuries and occupational diseases occurring on and after date of adoption. Occupational injuries and occupational diseases occurring before such date will be governed by the Ordinance in effect at the time of the date of injury or disease.

PREGNANCY LEAVE

A) Pregnancy shall be treated the same as any other temporary physical disability.

B) An employee on pregnancy leave shall use accumulated and unused regular sick leave time and then (unless granted use of special sick leave) shall be on leave without pay, unless the employee chooses to use any accumulated and unused annual leave.

C) An employee going on pregnancy leave shall give written notice to her department head with appropriate medical verification. Before returning to work from pregnancy leave, the individual will provide appropriate medical documentation releasing the employee to return to work, as is required for any individual who has been on leave for a temporary physical disability.

The following days are hereby declared legal holidays for all the City departments, provided that the provisions of this section shall not apply to members of the Fire Department whose duties are to prevent or extinguish fires, or to members of the Police Department whose duties are those of law enforcement: (Amended 10/03/95)
