Description
RequirementsMOS CODE: 0671 (Marines)Education and Experience : Bachelor’s Degree in Data Science, Public Administration, Business Administration, Social Sciences, Information Systems, or a related field or higher (Master’s preferred). Seven (7) years of experience in data management, governance, strategic planning, or analytics, which included five (5) years in a leadership role.
Licenses and Certificates : Valid Texas Class "C" Driver's License or equivalent from another state by time of appointment.
Special Requirements : Must pass a Criminal Justice Information Systems (CJIS) fingerprint-based background check within the first six months of appointment and maintain CJIS eligibility. CJIS requirements are related to system access and the following list of convictions and/or deferred adjudications will result in failure of the CJIS background check and disqualification and/or termination of employment; Felony convictions, Felony deferred adjudication, Class A or B Misdemeanor deferred adjudication, Class A or B Misdemeanor convictions, and/or open arrest warrants for any criminal offense (Felony or Misdemeanor) and family violence convictions.
General PurposeUnder direction will foster value creation through the development and execution of a citywide data strategy that enhances city services, promotes operational efficiency, and ensures alignment with the city’s strategic priorities, including equity, sustainability, and smart city initiatives.
The CDA will oversee data governance, foster collaboration, and will be the city’s leader for data-driven insights that support strategic and tactical opportunities to ensure the success of city-wide initiatives. The CDA will work closely with executives across all departments to:
- Create value through data exploitation.
- Envision data-enabled strategies.
- Facilitate the creation of Program Performance Measures (PPMs) and Performance Metrics.
- Enable improvement of city outcomes through analytics.
- Establish data and analytics governance.
- Specify enterprise information policy.
- Set enterprise data strategy.
- Design enterprise information architecture.
A critical component of the CDA’s role will be advancing equity initiatives by developing frameworks, implementing tools, and promoting transparency, with a focus on meaningful, data-driven change for all residents.
This Chief Data Administrator role integrates equity into every aspect of data strategy and governance, ensuring data not only improves efficiency but also drives meaningful and inclusive outcomes for all residents. The CDA will play a pivotal role in advancing the City's strategic plan, leveraging data as both a diagnostic and transformative tool.
Typical Duties-
- Data Governance and Equity Strategy
- Develop a Data-Driven Equity Framework: Create a citywide data strategy aligned with equity goals, ensuring standardized data collection practices across departments.
- Establish Governance Policies: Implement guidelines for collecting, storing, and sharing data with transparency and equity in mind.
- Integrate Economic Equity Metrics: Ensure data captures key equity indicators, such as wealth gaps, health outcomes, and access to public services.
- Align with Data for Equity Programs: Leverage national equity programs and tools to ensure the city stays at the forefront of inclusive, data-driven initiatives.
- 2. Cross-Departmental Collaboration and Integration
- Coordinate Data Sharing: Facilitate data exchanges across departments (e.g., public safety, quality of life, and internal services) to eliminate silos.
- Support Equity Councils: Collaborate with Chief Equity Officers to develop interagency equity teams, helping departments integrate equity-focused data into their policies and programs.
3. Innovation, Data Tools, and Technology Implementation
- Introduce Equity-Focused Tools: Identify and deploy advanced data tools to address equity challenges.
- Promote Data Visualization: Develop dashboards and other visual tools to make equity data accessible and understandable for both stakeholders and the public.
- Ensure Usability and Continuity: Build systems that are easy to use and maintain, ensuring continuity of equity efforts through leadership transitions or staffing changes.
4. Operational Efficiency and Process Improvement
- Establish Data as an Asset: Work closely with city executives and department Directors, Assistant Directors, and Data Coordinators to establish the vision for managing data as a business asset - using data research and analytics to maximize the return on data assets.
- Use Program Performance Measures to Drive Improvement: Create and monitor PPMs for key processes to assess operational performance and track progress on equity goals.
- Enhance City Operations with Data: Use data insights to optimize workflows, support continuous improvement initiatives, and streamline services.
- Automate Processes: Implement automation to improve data collection, reporting, and resource allocation across departments.
5. Communication, Insights, and Reporting
- Create Equity Dashboards: Develop public dashboards to track key equity outcomes, such as neighborhood investments or grant fund distributions.
- Evaluate Program Impact: Use data analytics to assess the effectiveness of programs and provide regular reports to leadership and external stakeholders.
- Drive Data-Backed Policy Recommendations: Use insights to identify where to target investments or interventions to maximize equitable outcomes.
- Communicate Insights Clearly: Present data findings in ways that resonate with diverse audiences, including policymakers, residents, and department heads.
6. Community Engagement and Inclusion
- Support Community Engagement with Data: Integrate qualitative data from residents to complement quantitative metrics and inform decision-making.
- Ensure Inclusive Data Practices: Develop policies to ensure diverse voices are included in data initiatives and avoid the exclusion of marginalized communities.
- Promote Open Data and Transparency: Lead open data initiatives to build trust and accountability between government and the public.
7. Resource and Budget Management
- Manage Budgets and Resources: Develop and oversee budgets for data-related initiatives, ensuring the efficient use of resources.
- Support Braided Funding Strategies: Work with finance departments to align multiple funding streams to achieve inclusive growth goals.
- Guide Federal Funding Use: Use data to strategically align federal and state funding with the city’s equity priorities and demonstrate measurable impact.
8. Risk Management and Resilience Planning
- Improve Contingency Plans: Use data models to enhance the city’s preparedness for emergencies and crises.
- Coordinate Real-Time Data for Emergency Response: Provide data insights during crises to ensure efficient service delivery, prioritizing vulnerable populations.
- Monitor and Mitigate Risks: Use data to identify risks and develop mitigation strategies that protect residents and services.
