The Environmental Analyst (EA) 2, SG-23 position is in the Planning and Analysis Bureau of the Division of Environmental Stewardship and Planning (DESP) in the Albany Office of the New York State Office of Parks, Recreation and Historic Preservation (OPRHP). The incumbent of this position will provide leadership in the Trails Unit of the Programs Section and will report to the DESP Assistant Division Director for Planning and Analysis- Environmental Program Specialist 3 (Natural Resources) . The focus of the EA 2 position is to ensure OPRHP’s continued compliance with federal, state, and local trail programs and program compliance with environmental laws and regulations, provide management and oversight for Trail Crew and Trail Coordinator positions across the state, and coordinate and provide trail related training for staff statewide.

Duties:?
• Coordinate environmental impact assessments of proposed trail construction actions and conduct inter-disciplinary environmental and regulatory reviews
• Prepare environmental documentation for agency proposals and other proposals from outside the agency that impact state park lands, including capital projects, in compliance with state and federal regulations; coordinate reviews with regions/districts, other OPRHP bureaus, other agencies as appropriate; make recommendations regarding mitigation and alternatives.
• Coordinate environmental/regulatory reviews of trail related grant projects and land acquisitions (RTP)
• Review RTP grant applications and proposals for easements, permits or licenses on OPRHP property; outline OPRHP concerns, potential impacts, elicit appropriate documentation from applicant, make recommendations; prepare OPRHP compliance documents.
• Interface with government agencies and the public on environmental review and permitting procedures as relates to trail projects
• Utilize computer-assisted programs to manage, track, and schedule project review activities
• Serve as an environmental project manager on complex projects/facilities which require integrated environmental review
• Conduct compliance assistance and outreach
• Supervise and participate in the training of staff in the performance of their assigned duties
• Coordinate with regions and partners in natural resource stewardship and assist with prioritization, development, and implementation of natural resource projects
• Promote stewardship of the natural resources within state parks, working closely with regional staff, biologists, and Natural Heritage Program scientists.
• Provide input for park master plans and other agency plans, gather natural resource information, conduct analyses, evaluate potential impacts; coordinate environmental review process.
• Assist in preparation and conduct outreach and training for staff throughout OPRHP in matters pertaining to: compliance with environmental laws, protection of natural resources and environmental health.
• Assist Albany and Regional staff in preparing for meetings with public interest groups, other state agencies or federal and local counterparts. Attend such meetings on behalf of the agency, as needed.

Minimum Qualifications

Eligible List Appointment:
Candidates must be qualified for permanent competitive appointment if reachable on the Environmental Analyst 2 eligible list.

70.1 Transfer Qualifications:
One year of permanent, competitive service as an Associate Environmental Analyst Agriculture or Environmental Program Specialist 2.
