The City of Brownfield operates under a home-rule charter, utilizing the council-manager form of government with the mayor and seven council members. Working together, the City Council sets vision and policy for the organization, adopts the annual budget, handles legislative items, and appoints the City Manager, City Secretary, and Municipal Court Judge.
The new Human Resources Department will oversee all of the City’s human resources functions, including recruitment and staffing, compensation and benefits administration, employee relations, performance management, policy development, compliance, and record keeping. Including the City Manager and incoming director, the department is expected to have three employees working with an annual departmental budget of $320,086.
