Under direction (Network Administrator I) or general direction (Network Administrator II), provides a wide variety of professional, technical, and analytical tasks related to support and administration of the City's local and wide area networks including security management, user account management, e-mail systems management, office systems, and applications support; administers network policies and procedures; designs and conducts training programs and procedures; identifies user needs; consults with department representatives to determine network specifications and security requirements; manages network help desk system and services; and provides next trier systems support.
Distinguishing characteristics Network Administrator I: This is the entry level in the Network Administrator series. Positions at this level are not expected to function with the same amount of program knowledge or skill level as positions allocated to the Network Administrator II level and usually exercise less independent discretion and judgment in matters related to work procedures and methods. Work is usually supervised while in progress and fits an established structure or pattern. Exceptions or changes in procedures are explained in detail as they arise. Incumbents at this level are expected to learn the full range of responsibilities and perform duties with an increasing level of independence. Advancement to the "II" level is based on demonstrated proficiency in performing the assigned functions and is at the discretion of higher level supervisory or management staff.
Network Administrator II: This is the experienced level in the Network Administrator series performing the full range of journey level duties with only occasional instruction or assistance. Positions at this level are distinguished from the Network Administrator I level by the performance of the full range of duties as assigned, working independently, applying well developed knowledge, and exercising judgment and initiative. Positions at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit. Work is normally reviewed only on completion and for overall results. Positions at the Network Administrator II level are normally filled by advancement from the Network Administrator I level when the requisite experience is obtained.
Key ResponsibilitiesThe following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties form those set forth below to address business needs and changing business practices.
Performs a variety of professional, technical, and analytical duties and tasks in the support and administration of the City’s local and wide area networks including security management, user account management, e-mail systems management, office systems, and applications support.
Assigns configuration of authentication and authorization of directory services.
Establishes network specifications by conferring with department representatives and users; analyzes workflow, access, information, and security requirements.
Collaborates with department representatives and users identify needs and facilitate business goals through appropriate technology.
Identifies opportunities for improving service delivery methods and procedures; reviews with appropriate management staff and implements improvements; works with City staff to maintain, revise, or improve the overall network operation.
Secures network by developing network access, monitoring, control, and evaluation; maintains documentation; defines and administers network policies and procedures.
Monitors the performance of the system; tracks possible problem areas affecting response time and prepares recommendations for correction and improvement of performance.
Educates users by designing and administering training programs; coordinates City resources; provides training references, procedures and support.
Administers and manages network help desk system and services in alignment with ITIL principles; responds to inquiries and provides technical assistance regarding all aspects of network support, maintenance and troubleshooting.
Performs technical writing duties in the development and production of system documentation, instructional and procedural manuals.
Works with other positions in the department to learn the day-to-day operation of all systems; provides next trier assistance and support; provides orientation and training of information systems staff.
Administers information systems contracts; manages projects according to program budgets and timelines.
Performs technology needs analysis; assists with technology planning through ongoing research.
Recommends the purchase of network related equipment and peripherals; orders equipment and software as necessary.
Administers physical security systems throughout the City; monitors network security and performance; identifies unauthorized access and potential security risks; participates in projects to enhance network security operations.
Performs audit process and completes required tasks for PCI Compliance, Public Records Requests, and other policy and or regulatory requirements.
Stays abreast of new trends and innovations by attending and participating in professional group meetings and organizations; participates in educational opportunities and networks; reads professional publications.
Provides assistance with budget preparation and administration; participates in the forecast of funds needed for equipment, materials, and supplies; monitors expenditures; implements adjustments.
Performs related duties as required.
QUALIFICATIONS Knowledge of: Administration of Microsoft Azure platform including M365 applications.
Modern and complex principles and practices of network system design, installation, analysis, and maintenance.
Design, operations, properties, and capabilities of networks and network cabling.
Principles of hardware and software configuration and installation.
Current Windows operating systems for both server and workstations platforms.
Key concepts of system security, network security, and site security for information systems.
Wide Area Networking technologies currently in use within the organization, including installation and maintenance of routers, point to point wireless, VPN, SD-WAN, MPLS, and Others.
Local Area Networking, including maintenance, installation, and troubleshooting techniques, especially dealing with the TCP/IP protocol and services, and managing a large diversified environment using TCP/IP and Vlans.
Methods and techniques of troubleshooting hardware and software problems.
Cabling protocols, hardware and software.
Technical specifications, standard performance, and possible configuration options for all common components and peripherals.
Distributed databases, structuring, maintenance, and troubleshooting.
Basic scripting, as well as desktop publishing or user interface design.
Techniques of contract administration.
Recordkeeping principles and procedures.
Principles and practices of VOIP, SIP, and PRI.
Principles of customer service.
Modern office practices, methods, computer equipment and computer applications related to work.

Minimum Requirements Network Administrator I/II Education/Training: Equivalent to a Bachelor's degree from an accredited college or university with major course work in computer science, information systems or related field.
Network Administrator I Experience: Three years (full-time equivalent) experience in troubleshooting computer systems, network installations, servers, and client/server software, including at least two years (full-time equivalent) network administration experience. Additional qualifying experience may be substituted for the required education on a year-for-year basis.
Network Administrator II Experience: Upon successful completion of the training plan established by the department and at least two years (full-time equivalent) of increasingly responsible experience performing duties comparable to a Network Administrator I with the City of Escondido.
Network Administrator I/II License or Certificate: Network certification or Microsoft certification is highly desirable.

SELECTION PROCEDUREApplications will be screened and the most qualified candidates will be invited to appear for testing. All positions require the ability to read, write and speak English. Types of tests may include written and/or oral examination, physical agility, practical exam or other appropriate job-related selection process. When testing is completed, candidates will be ranked on an eligibility list in the order of their test score. Selection for appointments is made from names certified on the eligibility list.
All appointments are subject to the successful completion of background investigation including LIVESCAN fingerprinting, and will be required to submit verification of the legal right to work in the United States. Qualification by a medical examination will be required at the time of appointment. After appointment, classified employees must satisfactorily complete a probationary period to be eligible for regular status.
