Full-time position available with the Health Department, Communicable Disease Prevention Division located at 2400 Troost Ave
Salary Range: $5,794-$8,833/month
Normal Work Days/Hours: Monday-Friday, 8:00 a.m.-5:00 p.m.

Responsibilities
A trained registered nurse who will provide operational management and strategic leadership to nursing and administrative staff in all clinics in the Health Department including the Child Immunizations, Adult Travel/Immigration Clinic, Tuberculosis Clinic, and Sexual Health Clinic.
- Supervises a variety of staff including nurses, other clinical staff, and administrative staff.
- Acts as the liaison with the contract physicians in the various clinic settings.
- Develops, interprets, evaluates, and recommends policies, procedures, rules, regulations, and guidelines to ensure the highest standard of care in Department clinical services.
- Develops and leads, using data and evidence-based practices, quality improvement initiatives for clinical services, and to ensure alignment of services with the Department's mission, vision, and values.
- Ensures collection, analysis, and reporting of clinical services data to monitor performance and improve outcomes.
- Ensures adherence of the Division to the deliverables defined in the Tuberculosis Contract, Sexually Transmitted Disease Contract, and the Vaccine for Children (VFC) Agreement with the Missouri Department of Health and Senior Services.
- Ensures that all direct reports are properly trained for conducting their responsibilities.
- Ensures that all Clinic and administrative staff understand all City and Department policies including, but not limited to, infection control policies and regulatory requirements.
- Oversees and ensures recruitment, training, and professional development opportunities and activities for all clinical and administrative staff.
- Oversees licensing and accreditation for all clinical nursing, medical assistants, and laboratory staff.
- Monitors advances in medicine, government relations, health insurance changes, and financial opportunities for clinical services.
- Oversees the purchase of all medications, vaccines, and medical supplies for the Division.
- Oversees Lab processes, Clinical Laboratory Improvement Amendments (CLIA) certification and ongoing research protocols (GISP-Gonococcal Isolate Surveillance Project with the Centers for Disease Control and Prevention).
- Works with other managers and staff across the Department to ensure smooth and effective coordination of services provided.
- Prepares reports for the Division Manager to address the status of the implementation of quality improvements, policies, and/or changes made.
- Oversees the creation of instructional materials for in-service and community-based educational programs.
- Fosters a culture of continuous quality improvement, innovation, and excellence in clinical care at the Department.
- Performs any task assigned to subordinate staff occasionally, consistent with any licensing or certification requirements.
- All other duties as assigned.
Qualifications
REQUIRES an accredited Bachelor's degree in engineering, business or public administration or other appropriate disciplines and 7 years of experience in a variety of programs requiring specialized technical/professional experience, including 3 years of progressively responsible administrative and supervisory experience; OR an equivalent combination of qualifying education and experience, with at least three 3 years of progressively responsible administrative and supervisory experience at the level of Administrative Officer.

The minimum education requirement for positions that allow for experience equivalency for an accredited degree is a high school diploma. Unless otherwise specified, an accredited degree must be obtained from a college or university listed with the U.S. Department of Education and recognized by the U.S. Secretary of Education.
For positions with a salary grade of EX6 or higher that require an accredited degree, qualifying professional experience must be obtained AFTER the accredited degree is obtained.
Successful completion of a pre-employment criminal history/background check is required for all positions. Some positions require a post offer drug screen and/or physical.
If appointed, non-residents must obtain residency inside Kansas City, Missouri's city limits within nine months.
