DIVISION: EXECUTIVE
REPORTING LOCATION: 901 BAGBY ST., 8TH FL.
WORKDAYS & HOURS:MONDAY - FRIDAY 8AM - 5PM* Regular evening and weekend work is required for community events and programming.

Subject to change DESCRIPTION OF DUTIES/ ESSENTIAL FUNCTIONS This job is about building on a foundation of honoring, uplifting, and transforming how the Controller’s Office engages with and for the communities therein. You will be joining a team that has built the largest City Hall - Legacy Room event to date, regularly convenes leaders across sectors for in-depth policy discussions, and is in the process of building programs intended to leave lasting impact beyond a given term.
Under the direction of the Director of Programs and Strategic Initiatives, the Community Engagement Coordinator is the Controller’s Office’s principal day-to-day organizer. The position owns the Office’s relationships at the neighborhood and super-neighborhood level, builds and maintains the systems that make outreach measurable, and executes the Office’s community programming end to end.
This is an execution-focused, field-facing role. We believe that community engagement can be data-driven and drives strategic and policy-based decision making. The right person not only believes that but is dedicated to putting that belief on display.
Community organizing and relationships- Serves as the Office’s primary contact at the neighborhood and super-neighborhood level, building and sustaining direct relationships with civic clubs, neighborhood associations, faith communities, small businesses, advocacy groups, and resident leaders.
- Identifies and maintains a defined set of priority stakeholders across constituency groups with whom the Office is deeply integrated — co-hosting events, in regular communication, and jointly pursuing shared goals.
- Represents the Controller’s Office at community meetings, civic events, public forums, and neighborhood gatherings.
Controller engagement pipeline- Builds and manages a proactive pipeline of community engagement opportunities for the Controller, sourcing and vetting invitations rather than processing only what arrives.
- Manages intake, triage, and tracking of all incoming community requests for the Controller’s participation, with clear recommendations on which to accept.
- Prepares talking points, backgrounders, and briefing materials for the Controller and senior staff for community engagements.
- Coordinates senior staff community engagement assignments, including constituency group assignments, scheduling, preparation, and follow-up reporting.
Outreach systems and data- Owns the Office’s Constant Contact platform end to end: list architecture, segmentation, tagging, carve-outs and sensitivities, deployment, and performance reporting.
- Builds the Office’s constituent list over time — growing it through events, partnerships, and direct outreach, not only maintaining what exists.
- Owns the Office’s community engagement tracker — an Excel-based workbook covering stakeholders and community partners, relationship history, events and programs, resolutions and certificates, and engagement grading.
- Trains and supports senior staff and other Office personnel on community engagement processes and tracking.
- Tracks and reports on participation, partnerships, attendance, geographic reach, and other engagement metrics; analyzes results and recommends adjustments.
- Conducts research on community organizations, neighborhood priorities, and demographic trends to inform outreach strategy.
Program and event execution- Owns assigned community programs and citywide engagement efforts end to end.
- Serves as the Director’s right hand on strategic programs and Office-led events.
- Plans and executes community programs, town halls, and related engagement efforts — including owning logistics, tracking, and turnout.
- Recruits, briefs, schedules, and directs volunteers and event-day staff.
- Coordinates logistics, vendors, venues, permits, and materials for Office-sponsored events.
Operations and project management- Maintains calendars, work plans, and project timelines for community engagement activities and special initiatives.
- Manages scheduling and coordination for community engagement meetings and working sessions.
- Performs special projects and other duties as assigned by the Controller or designee.
WORKING CONDITIONS This is a field-facing position. The Coordinator regularly works evenings and weekends, travels throughout the City of Houston, and performs physical event setup and breakdown, including lifting and moving materials of up to 30 pounds. Reliable transportation is required.
MINIMUM REQUIREMENTS EDUCATION REQUIREMENTS Requires a Bachelor's degree in Business Administration, Public Administration or a field directly related to the type of work being performed.
EXPERIENCE REQUIREMENTS No experience required.
LICENSE REQUIREMENTS Valid Texas driver’s license and compliance with the City of Houston’s policy on driving (AP 2-2).
PREFERENCESPreference will be given to candidates who have:
- At least three (3) years of experience in community organizing, constituency engagement, campaign field operations, civic or nonprofit program management, or a closely related area.
- Direct experience organizing in Houston neighborhoods, with existing relationships among civic clubs, super-neighborhoods, faith communities, or community-based organizations.
- A demonstrated record of producing turnout — events, forums, or programs where the candidate was personally responsible for who showed up.
- Experience building and segmenting constituent or supporter lists in an email or CRM platform (Constant Contact, Mailchimp, EveryAction, NGP VAN, or similar).
- Experience managing events from concept through execution, including volunteer and day-of staff management.
- Fluency in Spanish, Vietnamese, Mandarin, or another language widely spoken in Houston.
- Experience working across diverse communities and constituency groups.
KEY SKILLS AND ABILITIES- Ownership. Carries an assignment from concept to completion without supervision — plans backward from the date, holds the timeline across multiple workstreams, keeps the record accurate, and flags risks early rather than after a deadline has passed.
- Relationship building. Establishes trust quickly with residents, community leaders, and institutional partners.
- Judgment in triage. Weighs incoming requests and emerging opportunities against the Office’s priorities and capacity, and recommends which merit the Controller’s presence, which are well served by senior staff, and which the Office should decline with care.
- Creative instinct for gatherings. Understands the difference between an event people attend and one they remember and brings ideas about how to turn a room into a lasting moment.
- A heart for this work and for Houston. We will teach you the parts of city government you don’t know yet. We cannot teach you to care about this.
- Strong written and verbal communication, including the ability to draft clear talking points, briefing materials, and email list communications.
- Proficiency with Microsoft Office (Excel, Word, Outlook, PowerPoint) and comfort learning new platforms.
- Ability to work evenings and weekends and to travel throughout the city.
