INVESTIGATION SPECIALIST II - 79001047The Florida Division of Alcoholic Beverages and Tobacco licenses the manufacture, distribution, sale, and service of alcoholic beverage and tobacco products in Florida, including receipt and processing of license applications; collection and auditing of taxes and fees paid by licensees; and enforcement of the laws and regulation of the alcoholic beverage and tobacco industries, pursuant to Chapters 210, 561-565, 567-569, Florida Statutes. The division's three bureaus - Licensing, Auditing and Enforcement - comprise a team of approximately 330 personnel fulfilling the regulatory obligations of the division throughout the state.This is an opportunity to serve as an inspector for the Florida's Division of Alcoholic Beverage and Tobacco, Bureau of Enforcement. This important civilian position serves to educate our licensees on minor issues and file administrative cases against licensees committing more serious violations. As an inspector, you will be a source of intelligence to our sworn component by reporting activities you witness that you suspect are criminal in nature. You will have a take home assigned vehicle, uniforms and equipment needed to successfully complete your assignments. Employees demonstrating the abilities to self-govern, be inquisitive, and retain laws, rules, and ordinances routinely excel in this position.Your specific responsibilities include:Assist law enforcement officers with complex investigation of violations of Chapter 20.165, 210, 561 - 565, 567 - 569, & 943, Florida Statutes.Make frequent observation/inspections of mobile and fixed business locations selling tobacco products and alcoholic beverages.Assess compliance with state's tobacco and alcoholic beverage laws.Report findings to supervisor.Assists licensing bureau with application site inspections.Examine various licensee records for compliance with applicable rules and laws relating to the purchase and sale of alcohol beverages and tobacco products.Investigate administrative violations occurring within licensed premises and prepare appropriate Investigative reports.Prepare and process administrative cases.Refer criminal violations to sworn personnel for investigation or follow-up.Assists when requested or assigned in the evidence control function and property and equipment control for the District Office.Assist in preparing for prosecution, license discipline, administrative and forfeiture reports; collects and preserves evidence to support findings of fact and conclusion of law; testifies in judicial proceedings.Examines cigarette tax stamps and invoices to detect indication of tobacco tax avoidance and evasion when arrests are expected for criminal violations.Reviews licensing files for compliance with division rules and applicable Florida Statutes.Performs other work related to administration of state's tobacco and alcoholic beverage laws; assisting the public, agency members, other government officials, industry members; and investigators which are administrative or civil in nature.Attends training in tobacco laws and rules, detection of counterfeit cigarette stamps, report writing, testifying in judicial and administrative proceedings, communication skills and other related duties and responsibilities.Knowledge, skills, and abilities required include:Knowledge of the rules of evidenceKnowledge of investigative techniquesKnowledge of court procedures and requirementsAbility to use deductive reasoningAbility to communicate effectivelyAbility to make independent decisionsAbility to collect and analyze evidenceAbility to conduct surveillance activitiesAbility to conduct thorough investigationsAbility to maintain strict confidentialityAbility to write accurate investigative reportsAbility to present detailed verbal presentationsAbility to plan, organize and coordinate work assignmentsAbility to analyze information and determine its validityAbility to conduct fact-finding interviews and take statementsAbility to establish and maintain effective working relationships with others.Minimum requirements include:Must possess a valid State of Florida Driver's License or possess one by date of hire.Must have a safe driving history.Must be able to work independently and complete assigned inspections each workday.Must successfully complete an internal training program.Must pass a law enforcement level II background screening.Must be able to lift up to 50 pounds on a daily basis.Must be able to stand and kneel for extended periods of time on a daily basis.Must reside within 70 air miles of the Miami District Office at the time of employment by the time of hire.The selected applicant must agree to participate in the Field Work Program.Preferred:Preference will be awarded to candidates who are able to operate a portable electronic tablet/computer.Preference will be given to candidates who possess experience in regulatory compliance, conducting inspections, and/or quality assurance.
