Position/Program Information

TYPE OF RECRUITMENT: OPEN COMPETITIVE - EMERGENCY

The LA County Board of Supervisors has unanimously ratified a Proclamation of Local Emergency in response to the windstorms and wildfires , including the Palisades and Eaton Fires, that have devastated communities across the County. We are looking for qualified and passionate individuals to assist the County in mobilizing resources and support needed to help our residents recover and rebuild. The Department of Public Works is seeking qualified candidates to fill emergency Investigator IIvacancies related to this unprecedented natural disaster.

Under the emergency order, applicants who meet the requirements may be hired for an initial period of up to 90 days, with an opportunity for permanent County employment.

During your initial work period, you will be assessed on your work performance. This assessment will be weighted 100%.

Those who successfully pass the assessment will be considered for permanent appointment to Investigator II .

Essential Job Functions

An Investigator II is responsible for a combination of the following job functions:
  • Conducts investigations and coordinates and prepares responses to interrogatories, admissions, request for documents, specific information, witness requests and declarations of non-involvement related to litigation regarding County properties, including hospitals, roads, parks, sewers, flood control channels, bike paths and public buildings.
  • Conducts investigations to prepare official departmental reports of investigations in response to claims for damage involving County property and operations.
  • Evaluates and screens claims identifying sensitive cases which could result in high departmental visibility or large monetary awards or settlements.
  • Makes recommendations to the third-party administrator based on the evaluation of the draft responses received from division representatives and the facts of the incidents of complex civil cases.
  • Examines the scene of accidents, locates and identifies requisite material evidence such as photos, maps, exhibits and records findings in preparation of possible future litigation.
  • Interviews and obtains information from witnesses and determines whether there is sufficient basis for witnesses to be subpoenaed for court testimony.
  • Accepts and responds to subpoenas made to the County of Los Angeles or individual County departments.
  • Monitors lawsuit case workload and evaluates new lawsuit cases to assign to staff.

Requirements

MINIMUM REQUIREMENTS:

OPTION I: One year of experience as an Investigator I*.

OPTION II: Graduation from an accredited** college or university with a Bachelor's degree AND Three years of experience in the conduct of civil and/or administrative investigations including the review, analysis, report preparation, and assisting in the settlement and adjudication of accident cases.

OPTION III: Graduation from an accredited** college or university with a Bachelor's degree and possession of a paralegal certificate obtained through completion of a paralegal training program*** approved by the American Bar Association, the California Department of Education, or by an equivalent accrediting agency from another state AND One year of the required experience.

Additional qualifying experience may be substituted on a year for year basis for the required education.

LICENSE:

A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.

PHYSICAL CLASS:
Physical Class 2- Light: This class includes administrative and clerical positions requiring light physical effort that may include occasional light lifting to a 10-pound limit and some bending, stooping, or squatting. Considerable ambulation may be involved.

SPECIAL REQUIREMENT INFORMATION:
* To qualify, applicants must have County status as an Investigator I evidenced by holding such payroll title in the County of Los Angeles for the required period of time. No out-of-class experience will be accepted.
