In this role you will be the lead technical writer and quality control authority for the Facilities Directorate's Statement of Work (SOW) Writing Cell, responsible for producing and overseeing the development of SOW, Performance Work Statements (PWS), and pre-acquisition documentation in support of MCICOM GF facilities projects across the MILCON, FSRM, and demolition portfolios. You will interface directly with Government contracting and program personnel to ensure acquisition documents accurately reflect technical requirements and comply with FARs, DFARS, and DoW acquisition policy. Coordinate with engineering, environmental, and program management teams to accurately capture and translate technical project requirements into acquisition-ready languageProvide quality control review of all cell outputs prior to Government submission, ensuring compliance with FAR/DFARS and MCICOM writing standardsServe as the primary Government point of contact for acquisition documentation status, priorities, and coordinationMentor and guide mid-level writers; manage cell workload distribution to meet monthly delivery targetsSupport cost estimating team with technical inputs for Independent Government Cost Estimates (IGCE) development as requiredRequirementsPosition Requirements:Bachelor's degree in business administration, public administration, acquisition management, or related field; advanced degree preferredMinimum 8–10 years of DoW acquisition experience with demonstrated expertise in SOW/PWS development for facilities, construction, or engineering programsIn-depth knowledge of FARs, DFARS, and DoW acquisition policy; familiarity with UFC standards and MILCON/FSRM program requirementsStrong technical writing, editing, and stakeholder communication skillsActive Secret clearance requiredAbility to obtain and maintain a DoD Common Access Card (CAC); active Secret clearance (or interim Secret at minimum) required at start of performance and maintained for the duration of the contractPreferred Skills/ExperienceDAWIA Level II/III certification in Contracting or Program Management, or equivalent DoD acquisition credential15 years of DoW acquisition experience with demonstrated expertise in SOW/PWS development for facilities, construction, or engineering programsUnited States of America: $120,000 USD – $140,000 USDBase pay offered may vary depending on geography, job-related knowledge, skills, and experience.
