Summary
Senior Manager, State & Local Government
We are seeking an experienced Senior Manager to support technology service delivery for State & Local Government customers. This role will primarily provide leadership over an infrastructure service delivery account with the opportunity to support additional accounts, programs, and new business opportunities across the State & Local portfolio. The Senior Manager will oversee operational performance, customer engagement, financial management, and coordination across suppliers and internal teams.
Key Responsibilities
- Provide leadership across technology service delivery, with emphasis on infrastructure operations within an MSI model.
- Coordinate performance across multiple suppliers to ensure cohesive, integrated delivery and consistent service outcomes.
- Serve as a trusted customer interface, overseeing delivery performance, issue resolution, and stakeholder expectations.
- Drive year over year growth into the programs through on contract growth and service expansion.
- Support additional State & Local accounts or initiatives, providing operational guidance, oversight, and leadership across the portfolio.
- Manage financial performance for assigned programs, including budgeting, forecasting, margin health, and full P&L accountability.
- Support new business growth activities by contributing to proposals, solution development, service strategy, and pricing.
- Lead operational governance activities including KPIs, SLAs, service improvements, and performance optimization.
- Ensure delivery activities align with contract requirements, compliance standards, and organizational governance.
- Mentor and guide internal teams and supplier partners to build a collaborative, high‑performing environment.
- Collaborate with other technology areas to support integrated, enterprise-wide service delivery.
Required Qualifications
- 16+ years of leadership experience in IT service delivery or program management supporting State & Local Government customers.
- Experience leading towers within an MSI or multi‑vendor service delivery model.
- Experience leading the transition of large service contracts from an incumbent supplier.
- Proven ability to manage P&L, budgets, and financial performance for technology programs.
- Strong leadership, communication, and customer engagement skills.
- Experience supporting multiple accounts, programs, or business opportunities.
- Experience growing accounts year over years and supporting large new business opportunity wins.
- Strong knowledge of IT infrastructure services and enterprise operations.
- Preference for candidates located in Richmond, Virginia, with the ability to travel up to 50% as needed.
Preferred Qualifications:
- Bachelor's degree in technology, business, or a related field.
- 20+ years of leadership experience in IT service delivery or program management supporting State & Local Government customers.

Target Salary Range
$135,000 - $216,000. This represents the typical salary range for this position. Salary is determined by various factors, including but not limited to, the scope and responsibilities of the position, the individual's experience, education, knowledge, skills, and competencies, as well as geographic location and business and contract considerations. Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay.
