The Human Services Agency (HSA) is comprised of nearly 1600 staff members who serve approximately a third of Ventura County residents, all of whom have unique experiences and perspectives. THE POSITION
Under general direction of an agency Deputy Director as part of the agency's extended leadership team, the Division Manager provides senior leadership and management of major program operations and/or services with a focus on strategic oversight, direction, management and coordination of multiple lines of business in an HSA department.

We are seeking an individual who is a proven innovator, effectively implementing new ideas grounded in solid systems with the goal of improving the lives of Ventura County residents in need of assistance. The successful candidate will truly be a leader of people - not solely a manager of programs - and should be able to facilitate positive outcomes from staff in a flexible manner by addressing new and complex issues in a dynamic environment. The individual selected will demonstrate strong communication and interpersonal skills, and the ability to build relationships with partners from other County departments, professional staff, and the community. The ideal candidate will have the experience and/or proven ability to oversee multiple teams with diverse program offerings and services, and to attend to the system and infrastructure development necessary to ensure longevity and continuous improvement of high-quality services.

PAYROLL TITLE: Division Manager-HSADivision Manager-HSA is a Management classification and is not eligible for overtime compensation. Incumbents in this classification are eligible for benefits at the MB3 level.

Typical Qualifications

These are entrance requirements to the exam process and assure neither continuance in the process nor placement on an eligible list.

EDUCATION, TRAINING, and EXPERIENCE
Extensive administrative, supervision or management, or lead operational experience which has led to the acquisition of the required knowledge, skills, abilities, and competencies.

Possession of a Bachelor's Degree in a related discipline AND a minimum of five years management, supervision or professional level administrative experience within a multi-disciplinary public administrative or human service delivery system.

Substitution:
Related experience as noted above may be substituted for the education requirement on a year for year basis.

Necessary Special Requirements


Working Conditions:

Work is primarily performed in an office environment but may require visits to other organizations, agencies and departments, private businesses, client homes, field, or work locations; and will require direct meetings with the public, co-located and external program partners and other community groups. Work locations, work schedules, and work units will vary, and may change as needed according to business needs and at the discretion of management. Worksite reassignment may occur due to changes in facilities or other operational requirements within the business.

Operational Service Hours:

Positions may require flexible schedules, including evenings, at designated service locations to ensure adequate staffing coverage during extended hours to accommodate customer needs.

SUPPLEMENTAL QUESTIONNAIRE - qualifying: All applicants are required to complete and submit the questionnaire for this exam AT THE TIME OF FILING. The supplemental questionnaire may be used throughout the examination process to assist in determining qualifications for the position. Failure to complete and submit the questionnaire may result in removal of the application from further consideration.

APPLICATION EVALUATION - qualifying: All applications will be reviewed to determine whether the stated requirements are met. Applicants meeting the stated requirements will be invited to continue to the next step in the examination process.

COMPARATIVE SCREENING - qualifying: If there is a high number of qualified applicants, a comparative screening will be conducted. Applications will be evaluated and ranked according to criteria that most closely meets the business needs of the department, so it is essential that applicants provide as much relevant detail as possible and answer all parts of the application and supplemental questionnaire. Only applicants whose submissions most closely match the business needs outlined in the announcement will proceed to the oral examination.

ORAL BOARD EXAMINATION - 100%: A job-related oral board examination may be conducted to evaluate and compare participating candidates' knowledge, skills, abilities, and competencies in relation to those factors which job analysis has determined to be essential for successful performance of the job. Candidates must earn a score of seventy percent (70%) or higher to qualify for placement on the eligible list.

NOTE: If there are three (3) or fewer qualified applicants, an oral examination will not be conducted. Instead, a score of seventy percent (70%) will be assigned to each application, and each applicant will be placed on the eligible list.

Candidates successfully completing the examination process may be placed on an eligible list for a period of one (1) year. The eligible list established from this recruitment may be used to fill present and future regular, temporary, fixed-term, intermittent, and extra-help vacancies within the Human Services Agency.
