Description
Overview The Wastewater Treatment Plant Manager oversees the operations and maintenance of City's six WWTPs including process control, budget preparation and control, workforce coordination, staff training, WWTP safety as well as miscellaneous logistics management. This position is to ensure that City's six WWTPs meet all related regulatory requirements (TPDES permits).
Responsibilities • Provide oversight of wastewater treatment plant (WWTP) operations
• Provide technical support, resources, and personnel for all WWTP operations
• Oversee the maintenance and operations of WWTP facilities by assessing facility conditions and operational data
• Respond to requests for information regarding WWTP operations, design, and performance
• Ensure WWTP operations comply with TPDES permit requirements
• Prepare and submit regulatory reports to agencies such as TCEQ and EPA
• Perform administrative duties related to the operations of six WWTPs
• Manage workforce planning, budget preparation, monitoring and control, safety, staff training, and operational logistics
• Oversee and evaluate the performance of WWTP Superintendents
• Improve and optimize WWTP operations and maintenance to enhance the efficiency of manpower, equipment, and budget
• Assist the Assistant Director of Wastewater Treatment by providing technical support
• Conduct facility condition assessments and provide operational data
• Assist with requests to upgrade, rehabilitate, and develop the City's wastewater treatment facilities through Capital Improvement Program (CIP) and operational projects
Position Type and Typical Hours of Work • Exempt - Full-Time - 40-hour work week
• Must be available to work additional hours as needed
• Flexibility to work evenings, weekends, and holidays is a schedule requirement
• In the event of an emergency, employees are required to work to provide for the safety and well-being of the public, including the delivery and restoration of vital services

Minimum Qualifications • Bachelor's Degree (BA/BS)
• Six (6) years of experience
Licenses and Certifications Required • A valid driver's license is required; successful out-of-state candidates must be able to obtain a valid Texas driver's license within 90 days of hiring.
• Class A Wastewater Operator's License

Basis of Rating A recruitment consultant will evaluate all applications against the posted qualifications. The city may also conduct additional skill assessment tests, in addition to the panel interview
