Description
The Zoning Technician position fulfills the general zoning duties associated with the Zoning Office with emphasis in the Sanitary Program. The incumbent assists and advises applicants of necessary permits, setbacks, and other requirements of the Barron County Land Use Ordinance and/or direct them to the proper agency for other determinations. The Zoning Technician must have the ability to communicate effectively and deal with the public in a friendly and professional manner while enforcing the necessary ordinances and codes. This position works under the supervision of the Director of Land Services.
· Assist property owners, prospective buyers, contractors, plumbers, soil testers, and the general public with information pertinent to the zoning office.
· Review and issue sanitary permit applications for compliance with appropriate state codes.
· Review Soil Evaluation Reports for compliance with the Wisconsin Administrative Code.
· Conduct field inspections of the installation of Privately Owned Wastewater Systems (POWTS).
· Conduct field inspections of existing POWTS, as needed and required.
· Condemn POWTS, and inform property owner of repair/replacement requirements.
· Responsible for maintaining the rural address system, by assigning and ordering rural address number signs.
· Maintain accurate and complete records and prepare clear detailed reports, as necessary.
· Assist office staff with answering phones; reviewing/issuing land use permits; receipt and collect appropriate fees for the permits issued.
· Other duties as assigned by the Director of Land Services.
Post-secondary degree in soil science, natural resources management, land use planning, geography or closely related field and at least 1-2 years of related experience.
Possess and maintain a State of Wisconsin certification as a POWTS Inspector and a Certified Soil Tester (certifications must be obtained within 6 months of employment). Possess and maintain valid Wisconsin driver’s license and access to reliable and insured vehicle. An equivalent combination of training and experience which provides the below knowledge, skills and abilities.
o Knowledge of land use concepts and ordinances.
o Ability to establish and maintain effective working relationships with county staff, officials, businesses and public.
o Ability to complete tasks accurately.
o Ability to communicate effectively verbally and in writing.
o Ability to interact respectfully with individuals from diverse socioeconomic, cultural and ethnic backgrounds.
o Ability to function independently in the absence of direct supervision.
o Ability to read topographic, wetland, floodplain, soils and zoning maps.
o Knowledge of the methods and operation of equipment used in field inspections.
o Ability to advise and interpret how to apply ordinances to specific situations.
