Description
DescriptionEmployees independently perform emergency management logistics, hazardous materials support, warehouse operations, and operational readiness duties in support of the Charleston County Emergency Management Department. Work involves applying professional judgment and technical knowledge to support preparedness, response, recovery, and continuity operations through the calibration, maintenance, and operational readiness of specialized detection equipment and disaster response supplies and assets. Employees operate with general supervision from a Senior Emergency Manager, Deputy Director, and Director and may provide guidance to junior staff, interns, volunteers, and partner agencies during training, exercises, and emergency operations.

Order of Essential Functions does not indicate importance of functions.)Department and Divisions: - Assists department and division leadership in organizing and implementing preparedness and readiness activities of the Emergency Management Department.
- Provides status of assignments and assists staff to fulfill project and program needs.
Equipment Maintenance & Logistics: - Coordinates the logistical needs of the Charleston County Emergency Management Department. May include supply delivery and receipt, coordination of resources, and maintenance of a variety of assets.
- Ensures the operational readiness, calibration, repair, purchase, and inventory control of hazardous materials and weapons of mass destruction equipment, to include but not limited to:
- Five-gas meter (RAE Systems)
- Single gas meter (RAE Systems)
- Calibration Kit
- Mass spectrometer (MX-908)
- Radiation survey meters (Ludlum)
- Personal radiation monitoring (Thermo Scientific)
- Protein screen kit
- Mass decontamination equipment
- Personal protective equipment
- Communication equipment
- Maintains, repairs, and is accountable for a variety of disaster supplies, to include but not limited to:
- Chainsaws
- Tarps
- Water
- Meals Ready to Eat (MRE)
- Traffic Control Equipment
- Shelter Supplies
- Utilizes inventory control and documentation systems.
Training and Exercise: - Conducts hazardous materials specific training involving operations and equipment to county and regional response partners.
- Assist in planning and execution of annual hazardous materials exercise.
- Deploys at the request of State Law Enforcement Division (SLED), State Warning Point, Fire Fighter Mobility, or other request for Weapons of Mass Destruction Regional Response Team.
- Serves as a key member of the Emergency Operations Center (EOC) team during activations.
- Fulfills response requirements during emergencies or hazardous weather conditions, including:
- Deploys as requested to hazardous materials incidents
- Maintenance and operations of the EOC
- Work outside of standard duty hours, days, evenings, overnight, weekends, and holidays
- Fulfill recovery requirements in post-disaster damage assessments and assist with recovery efforts, including the submittal of documents for reimbursement.
- Assists in the coordination and management of the Local Emergency Planning Committee (LEPC)
- Assist with Tier 2 administrative work and site visits.
- Assist with Knox access control system.
- Attends meetings, conferences, workshops and training sessions and reviews materials to become and remain current on the principles, practices, and new developments in assigned work areas.
- Performs public awareness presentations for civic groups, private and public organizations, and town meetings, etc.
- Performs other duties or assumes other responsibilities as apparent or assigned.
Minimum QualificationsMINIMUM QUALIFICATIONS:- High School Diploma or GED required.
- Minimum of three (3) years or more of full-time work experience in Logistics or Emergency Management.
- Experience in fire services, hazardous materials, weapons of mass destruction, and/or warehouse operations.
- Preferred certifications:
- Hazardous Materials Operations
- OSHA Warehouse Safety Training
- Forklift operator
The following National Incident Command Systems (ICS) certifications must be obtained within three (3) years of hire date:- Clean criminal background and driving record.
- Must pass a homeland security background check (not classified).
- Must be proficient in Microsoft 365.
- Part 107 drone pilot license preferred
- Must possess a valid SC Driver’s license (or obtain within three (3) months of hire), Class E Driver’s License preferred, and meet the requirements of the County’s motor vehicle policy.
- Ability to safely store a take-home vehicle, if available.
PHYSICAL REQUIREMENTS:- Able to function productively in a standard office environment, accessing cabinets, shelving, work areas, and office equipment. Able to operate as needed in an unconditioned warehouse with associated hazards.
- Able to effectively present information and respond to questions from co-workers, leadership, and other stakeholders.
- Able to lift, carry, push, and pull up to fifty (50) pounds occasionally. Ability to traverse over uneven ground, as needed.
- Able to sit or stand for long periods of time and to maintain focus on work assignment(s).
- Able to effectively communicate orally (in person and over the telephone) and in writing (electronically and handwritten) in English.
WORKING CONDITIONS:- Climate controlled office and un-airconditioned warehouse with hazards typical to that environment.
- Work is performed inside and outside. Exposure to cold, heat and elements of weather and nature may be encountered.
- Standard work hours would be Monday - Friday between the hours of 7:00 AM - 5:00 PM with additional hours including nights, weekends, and holidays as determined by the supervisor. Some telework available within department policy.
- Position requires moderate travel within and outside of the County which imposes common travel hazards.
- Will be required to report to work during hazardous weather and other emergency conditions after hours including nights, weekends, and holidays in accordance with Charleston County Personnel Procedures.
- Must reside within forty (40) miles of 8500 Palmetto Commerce Pkwy; North Charleston within six (6) months of hire date.
