The East Turlock Subbasin Groundwater Sustainability Agency (ETSGSA) is seeking a detail-oriented, collaborative, and solutions-focused professional to serve as its next Staff Water Resources Analyst.

The Staff Water Resources Analyst will play a vital role in supporting the GSA and General Manager with groundwater accounting, data management, grower engagement, public outreach, field monitoring activities, and compliance reporting efforts. Working closely with Agency leadership, consultants, growers, regulatory agencies, and partner organizations, this position will help ensure accurate data management and support informed and workable groundwater management decisions.

The Position

Under general direction, the Staff Water Resources Analyst provides technical, analytical, and administrative support for the implementation of the Turlock Subbasin Groundwater Sustainability Plan (GSP). This position is responsible for maintaining groundwater accounting and land use data systems, supporting water management analyses, assisting with grower outreach efforts, preparing informational materials, and coordinating field monitoring activities.

The Staff Water Resources Analyst serves as a key support resource for Agency staff, consultants, growers, and stakeholders by ensuring data accuracy, analyzing data to support sound decisions, responding to information requests, supporting public outreach initiatives, and assisting with groundwater sustainability projects. The position offers a unique opportunity to gain hands-on experience in groundwater management, agricultural water use, stakeholder engagement, and public agency operations.

Typical Qualifications

Any combination of education, training, and experience which would provide the required knowledge and abilities need to succeed within the role. A typical way to obtain the required qualifications would be:

Education:

Associate’s or higher degree in water resources, hydrogeology, environmental science, agricultural or civil engineering, or another applicable field.

Experience:

Entry-level to five (5) years of progressively responsible experience in water resources, environmental programs, agriculture, data management, GIS, groundwater sustainability, or a related field.

Remote Screen Interview Exam - (Pass/Fail) Candidates who pass the Remote Screen Interview assessment will be invited to a Remote Screen Interview Examination to evaluate training, experience, and other job-related qualifications for the position. The Remote Screen Interview will be conducted via a video conference platform and is tentatively scheduled for early July 2026

Oral Board Interview Exam - (100%) Applicants may be selected for consideration to participate in an Oral Board Interview appraisal to evaluate training, experience, and other job-related qualifications for the position. The Oral Board Interview is tentatively scheduled for late July 2026. Successful candidates will be placed on a list of qualified candidates.
