Description

Vacancy is in the Department of Families, Children, and Youth. Under supervision, monitors compliance of Early Start CT programs and other City of Hartford expectations as delineated by the Early Learning Division. The position is responsible for monitoring visits to ensure compliance with legislation; reviewing program documentation; verifying child eligibility; and supporting continuous quality improvement within affiliated Early Start CT programs. Visits affiliated early childhood programs to ensure proper use of child assessment and developmental screening tools and the integration of assessment data into curriculum development and classroom practices, and to measure the quality of instructional practices. Verifies child eligibility and reviews program records for accuracy and completeness, including, but not limited to, the interpretation of child assessment data to ensure appropriate use, alignment, and compliance with OEC and City standards. Prepares clear and objective monitoring reports that identify strengths, findings, and required corrective actions; tracks and follows up on corrective actions to ensure timely resolution and progress. Delivers strengths-based coaching and technical assistance to program staff, highlighting effective practices while supporting improvement in identified areas. Maintains accurate data entry and documentation in City systems; analyzes trends and develops accessible feedback to inform continuous quality improvement across programs. Regularly create accessible data guides to aid in the improvement of each affiliated early childhood program. Reviews program policies, procedures, and required documentation to ensure alignment with contractual requirements. Responsible for preparing reports and other documents as required to comply with federal, state, municipal, and accrediting agency requirements. Participates in scheduled Early Learning Division meetings and staff meetings with each affiliated early childhood program.

This is a CHPEA position. The hours of this position are 40 per week.

This is a grant-funded position renewable on an annual basis. The City of Hartford is not obligated to fund this position upon termination of funding.

Qualifications

Open to all qualified applicants who meet the following qualifications:

Bachelor's Degree from an accredited college or university in Early Childhood Education, Elementary Education, Child Development, Special Education or related field (must have at least 12 credits in early childhood education) AND three (3) years of experience in working in the early childcare and education field and providing coaching support to classroom teachers.

Master’s degree in early childhood education preferred and may be substituted for one (1) year of experience.

Necessary Special Qualifications
Must possess and maintain a valid Driver's License.

A COPY OF YOUR DRIVER'S LICENSE MUST BE SUBMITTED WITH YOUR APPLICATION.

If selected, you will be required to pass a physical examination administered by a City physician, a drug and alcohol screening, and a background check. If appointed, you will serve 3-12 months of probation. This examination and employment process is subject to all federal, state, and municipal laws, rules and regulations.

Physical Demands and Working Conditions

Work is performed in and out of classroom settings with multiple children, which may include work in close proximity with staff and students. May be required to stand, bend, squat or be seated for an extended amount of time during the workday. Must be able to demonstrate emotional regulation and react to stressful situations in a professional manner.
