The Department of Aging and Adult Services - Office of the Public Guardian (DAAS-OPG) is recruiting for a Chief Deputy Public Guardian* who is responsible for managing the Office of the Public Guardian. In addition is responsible for planning, directing, and coordinating mental health and probate conservatorship services for conservatees of the county. In addition is also responsible for researching and interpreting statutes and case law; reviewing and evaluating the effectiveness of the organization, systems and procedures; developing policies and procedures; making budget recommendations; representing the Public Guardian in Mental Health and Probate Courts; and acting on the behalf of the Public Guardian in signing legal documents. This position requires extensive knowledge of conservatorship and estate administration services as specified by the Probate and Welfare and Institutions Codes.

CONDITIONS OF EMPLOYMENT

Location Assignment: Location assignments are made solely at the discretion of The Public Guardian and based on department needs. Incumbents will be assigned to work at the Office of the Public Guardian (OPG), located at 686 E. Mill St. San Bernardino, CA 92415-0647. Office location may change due to space and department operational needs.

Certification: Incumbents must obtain and maintain a valid certification as a Public Guardian as established by the California Association of Public Administrators, Public Guardians, and Public Conservators (CAPAPGPC). Certification must be obtained within four (4) years of hire per Section 2923 of the California Probate Code, or the incumbent may be terminated.

Oath of office requirement: The incumbent must be sworn in by The Public Guardian before commencing service in this position per Section 2300 of the California Probate Code.

Pre-Employment Process:
Applicants must pass the pre-employment process, which may include credit check, DOJ Livescan fingerprinting, DMV check, and physical exam including drug testing, prior to appointment. Must be a U.S. Citizen or a permanent U.S. resident.
Travel: Statewide and nationwide travel is occasionally required. Travel throughout the County is required and employees are required to make provision for transportation. A valid California driver license and proof of automobile liability insurance must be provided and maintained for the individual providing the transportation.
Sponsorship: San Bernardino County is not able to consider candidates who will require visa sponsorship at the time of application or in the future.

Minimum Requirements

Education : A Bachelor’s degree in behavioral/social science, business/public administration, or other closely related field.

Qualifying degrees must be completed at a college or university accredited by an accrediting association recognized by the United States Department of Education. In addition, degrees completed outside of the U.S. must be accompanied by an evaluation report from a reputable credential evaluation service indicating equivalency to degrees or coursework completed at a college or university accredited by an accrediting association recognized by the United States Department of Education.

Experience : Five years of progressively responsible experience in public guardian, aging and adult services, social services, public health, or a closely related human services field. At least two years of that experience at a managerial or supervisory level, overseeing programs and professional staff. Experience should also include a combination of experience with program development and implementation, budget and fiscal oversight, strategic planning, community and interagency collaboration, and ensuring compliance with federal and state regulations (e.g., Probate Code, Welfare and Institutions Code, guardianship/conservatorship programs, or comparable regulatory frameworks.)

Desired Qualifications

The Ideal candidate will have A Master’s Degree from an accredited school of social work and three (3) years’ of of supervisory experience in a Public Guardian, Public Conservator, or Public Administrator setting, managing complex conservatorship and estate cases and overseeing the review of financial and legal documents. They will also bring strong public-sector mental health experience or a relevant Master’s degree with related leadership experience. A solid understanding of conservatorship and civil law, along with proven leadership, analytical skills, and the ability to collaborate with legal, governmental, and community partners, is highly desirable.
