Job Summary

About the Position:
Mohave County Development Services is seeking to fill the position of Chief Building Official within the Building Division. This role involves a combination of office and field work. Travel to outlying areas of the county is required as needed, including Bullhead City, Lake Havasu City, the Northern Arizona Strip, and other locations throughout Mohave County, using a county-provided vehicle. The position also requires regular interaction with the public at the service counter, over the phone, and in the field.

• Flexible working schedule: Monday - Friday 8:00 a.m. to 5:00 p.m. or four (4) ten-hour shift
• No holidays or weekends

• Work outdoors in varying weather conditions, including strong winds, extreme heat to extreme cold temperatures.
• During performance of inspections and investigations, frequently requires a variety of motions to include standing, walking, bending, and stooping and exposure to electrical currents at varying levels.

The mission of the Mohave County Development Services Building Division is to consistently provide plan review and inspection information and services in a professional, fair, courteous, timely and effective manner to builders, developers and homeowners who do construction within the lawfully designated, unincorporated areas of Mohave County.

Essential Job Functions

• Plans, organizes, coordinates, and directs all activities of the Building Division. Evaluates Division effectiveness. Supervises and evaluates the work of plan review, inspection, and clerical support personnel.
• Performs plan reviews and building inspections on a regular basis. Ensures compliance to codes, ordinances, state statutes through plan review and inspection of single and multi-family residential, commercial and industrial buildings; alterations to existing structures, including remodeling, room additions, patio covers, etc.; and inspects swimming pools, spas, propane heaters, gas lines, retaining walls, electric service and manufactured homes, and other construction. Performs the more complex and technical reviews and inspections of installations involving multi-trades and unusual engineering designs, methods and materials.
• Directs the work of subordinates engaged in the inspection of structural, building, plumbing, mechanical, electrical and other construction related activities, as well as the work of subordinates engaged in plan review for conformance with the appropriate building, plumbing, gas, electrical, mechanical, zoning and housing codes or ordinances.
• Promotes and ensures exceptional customer service by fostering an environment that treats the development community as partners in Mohave County's Success.
• Reviews Division work product performing quality assurance and quality control.
• Issues citations for non-compliance to codes and deviations from approved plans and specifications and for work being done without the necessary permits.
• Supervises, coordinates and performs a variety of administrative staff work, such as: scheduling; maintaining records; tracking permit applications and inspections; responding to requests for information or services; performing related administrative planning and research activities; preparing correspondence, reports, statistical information; and may prepare budget materials.
• Tracks the status of plan review and inspections tasks and ensures tasks are completed in a timely manner. Establishes reasonable timelines for completion of all types of reviews ensuring reviews are completed in the shortest reasonable amount of time.
• Reviews and monitors work of Building Division staff and provides needed training to ensure accurate and prompt service to customers.
• Prepares and maintains records and reports of permits reviewed and issued, inspections performed, and citations issued.
• Conducts research, investigative and developmental tasks relating to Building Division functions, including development of standards, codes, policies and procedures, technical training, and budget preparation.
• Reviews trade literature, publications, and conference reports to keep abreast of current technology. Maintains awareness of new and revised codes, new and revised construction methods and materials, and prepares recommendations for changes to codes and regulations.
• Interprets governing codes, and regulations for employees and the public.
• Meets with architects, designers, engineers, contractors, homeowners, and others to provide technical assistance, discuss deficiencies, and provide possible corrections and/or alternatives to obtain code compliance.
• Responds to requests for information and acts in an advisory capacity to County departments on matters of Building Division policies and procedures.
• Responds to inquiries from field inspectors concerning construction problems requiring plan modifications.
• Prepares complaints for legal action against violators of codes and ordinances and confers with County Attorney regarding interpretation of ordinances.
• Takes measures to prevent building construction or alterations without prior issuance of appropriate permits.
• Prepares documents, certificates, and files for the Dangerous Buildings program.
• Accompanies inspectors to review unusual problems and to provide assistance.
• Writes technical and administrative reports and presents oral and written reports,
• Completes performance evaluations; may make hiring recommendations; recommends disciplinary actions; reviews vacations and time off; prepares work schedules and assignments; supervises the activities of assigned personnel; monitors plan reviews, reports and recordkeeping activities filed by assigned personnel for completeness, accuracy, and adherence to policy and procedure guidelines; instructs personnel in departmental policies, procedures and techniques; develops training plans and provides training.
• Calculates permit fees based on value, occupancy, and construction type.
• Investigates, responds, counsels, and resolves complaints involving issuances of citations, building inspections and procedures, or other related building inspection issues and follows up on violations to verify compliance.
• Investigates complaints and notifies a higher level of authority of the investigation results to determine an outcome of complaint.
• Conducts fire damage inspections, dangerous building inspections, damage inspections following emergencies or disasters per FEMA requirements, and inspections of buildings being moved.
• Conducts housing inspections in support of the Section 8 Housing Assistance Payments Program.
• Contacts utility companies with approvals so that utilities may be connected.

Minimum Qualifications

• Bachelor's Degree in civil engineering, architecture, or related field.
• Five (5) years or more of responsible technical experience performing plan checking, building inspections, and ensuring compliance to codes and approved plans and specifications, of which three (3) years were in an administrative and/or supervisory capacity.
• OR an equivalent combination of experience, education and training which provides the desired knowledge, skills and abilities may be considered.

SPECIAL JOB REQUIREMENT

• Must pass drug screen post offer.
• Must possess a valid driver’s license for operation of motor vehicles on Arizona roads at the start of employment and maintain said license while employed in this position.
• Provide acceptable driving history at no cost to the County.
• Must possess and maintain International Code Council (ICC) Certifications as a Residential and Commercial Building Inspector, and Residential and Commercial Plumbing, Mechanical and Electrical Inspector or Residential and Commercial Plans Examiner and Plumbing, Mechanical and Electrical Plans Examiner
• Must possess and maintain International Code Council Certification as a Certified Building Official (CBO).
