Measure P Expanded Access to Arts and Culture (EAAC) Grant Program.ABOUT MEASURE P AND CULTURAL ARTSThe City of Fresno Parks, After School, Recreation and Community Services (PARCS) Department administers funding from Measure P, a local sales tax that invests in improving and maintaining parks and facilities, creating new parks and trails, and funding recreation, community, and arts and culture programs. On an annual basis, twelve percent (12%) or approximately $5 million dollars, of Measure P funds are allocated to the EAAC grant program.
Grants funded through EAAC are implemented by the Parks, Recreation and Arts Commission (Commission) in partnership with the Fresno Arts Council, or its successor local arts agency, using multiple solicitations that allow for a diverse set of programs. Grants include different program sizes and reach, including core operating and project-support funding for nonprofit organizations.
The City of Fresno’s Cultural Arts Plan guides this work and was adopted by the Fresno City Council on August 10, 2023. The Cultural Arts Plan identifies needs and opportunities in the arts and culture community, prioritizes outcomes and investments, and develops a vision and goals for the future of Fresno arts and cultural programs that are reflective of the cultural, demographic, and geographic diversity of Fresno.
THE PROGRAM ADMINISTRATORThe ideal Program Administrator will demonstrate knowledge and experience in several of the following areas: arts, cultural arts, cultural studies, grant administration and management, program implementation, nonprofit operations, principles of financial management, transparency and ethics in the public sector, customer service, community engagement, project management, public administration, communication, public speaking, evaluation, budgeting, planning, training, and collaborating with a wide diversity of community groups to expand access to resources.
Typical duties for this role will include but are not limited to: providing day-to-day leadership for the team responsible for implementing the Expanded Access to Arts and Culture Grant Program; preparing written reports, memos and presentations for the Commission and the Fresno City Council; tracking progress toward achieving the goals outlined in the Cultural Arts Plan; facilitating a transparent grant application, grant review and grant making process; ensuring fiduciary oversight of grant funding through adherence to all generally accepted accounting principles, administrative orders and laws; providing training and technical assistance to grantees; communicating with stakeholders; and ensuring compliance with all aspects of Measure P and the Expanded Access to Arts and Culture Grant Program.
One vacancy currently exists in the PARCS department. However, the City of Fresno may choose to utilize the applications received through this recruitment for future vacancies.
This is an unclassified position in which the incumbent serves at the will of the Department Director.
MINIMIUM REQUIREMENTS The ideal candidate will possess the following:
Education: Possession of a bachelor’s degree that is acceptable within the United States accredited college or university system.
Experience: Four (4) years of professional experience in media communications, public relations, project management, planning and development, housing, public works programs or a related field.
Substitution: Additional qualifying experience may be substituted for the required education on a year-for-year basis.

ADDITIONAL REQUIREMENTS This role requires some evening and occasional weekend assignments to meet with stakeholders, as well as travel within the City of Fresno to various locations. Possession of a valid California driver’s license will be required at the time of appointment. Candidates considered for hire must provide proof of a valid driver's license and current copy of their driving record at the time of appointment.
Recruitment may be limited to a specific area of expertise as required by operational needs.
Depending upon assignment, some positions may require one or more licenses or certifications.
Eligibles certified for consideration for this position will be required to successfully pass a department interview and a Department of Justice fingerprint process prior to employment with the City of Fresno.

DEFERRED COMPENSATION Voluntary 457 plan with Fidelity Investments to increase your retirement savings. Employer contribution of $75 per month for E5-E22 Ranges, if enrolled in 457 plan.
ANNUAL LEAVE Accrue 15.50 - 18.83 hours per month based on years of service with maximum accrual and cash out provisions, available after 6 months.
MANAGEMENT LEAVE 60 hours per fiscal year for exempt employees only.
SUPPLEMENTAL MANAGEMENT LEAVE E1 -E5 Ranges may be granted up to 32 hours per fiscal year.
HOLIDAYS 10 City-observed annual holidays, plus birthday and 2 personal days.
BILINGUAL PREMIUM $100 per month upon approved certification
LONG-TERM DISABILITY Benefit equal to 66.66% of monthly salary up to $7,500 per month after 30 days of disability; premium paid by the City.
SUPPLEMENTAL SICK 40 hours per fiscal year.
80 hours lifetime maximum accrual.
HEALTH REIMBURSEMENT ARRANGEMENT (HRA) Eligible retirees can use the remaining Sick Leave balance, in excess of 240 hours, at 80% of hourly rate and other qualified leave balances, tax free, to reimburse health insurance premiums and other qualified medical expenses.
RETIREMENT - City of Fresno Retirement Systems, one of the best funded public systems in the state. Reciprocity with other public California systems. Vested in Retirement benefits after 5 years of service. City employees do not participate in Social Security.
DROP (Deferred Retirement Option Program): an optional, voluntary program that allows an employee to deposit retirement benefits in a special savings account within the Retirement System while continuing to work for the City of Fresno for up to 10 years. Participation minimum is age 50 and vested. Benefits include ownership of accumulated funds, compound interest earnings, and alternative distribution options.
